Adopted in Russia strategy of development of information society creates for special services the ideal working environment
The government of Russia until the end of 2017 will be in the six-month period to bring all the necessary documentation in line with the new Strategy of development of information societysigned by the President of Russia Vladimir Putin on may 10.
In the Strategy for the period until the end of 2030, drew the attention of quite a significant item, which requires at the international level to create “new partnerships are designed to develop a system of trust in the Internet, eliminating anonymity and legal irresponsibility and impunity”.
The strategy should assume that the state at least understands and accepts the needs and logic of the existence of such companies, for which anonymity is important. But the document, signed by the President of the Russian Federation, prepared by people, thoughts and actions which contradict the logic of the security services, writes today “the Independent newspaper”. A person who wants to hide anything from the state, they believe obviously suspicious, while the protection of “privacy” is not just normal behavior, but civil law. The propensity of Internet users to anonymity prevents intelligence agencies to collect the maximum amount of information about the maximum number of citizens.
The logic of the development of the Internet and the network society does not coincide with the logic of thinking and habits of the security services. At the same time, the global Network could facilitate their work.
Every user who has accounts in social networks and using search engines, in fact, gathers on himself the dossier, often dossier public: contacts, friends, social circle, school, recreation, travel, habits, interests, political views…
The case for small: it is necessary to ensure that each and even signed its own “folder”. The mechanisms through which the anonymity of the Internet will nudge users noted in editorial, “the Independent newspaper”.
The paradox of technical development of means of communication, which, in principle, should ensure the autonomy and independence of citizens, at the same time can contribute to the implementation of dystopian total surveillance from Big brother.
Power in Russia is not blocking the Internet because the updated ruling elite is using them. At the same time the government wants (and can) put the Network under maximum control, and intelligence – to create ideal working conditions when citizens, including members of the opposition, they all report themselves voluntarily in the daily mode, sums up the publication.
The strategy aligns information technology with the Russian spiritual and moral values
Among other things, the Strategy of information society development of Russia, published on the portal of legal information, it is noted that priority in the use of information technology are considered “traditional Russian spiritual and moral values”, and also refers to the need to improve the mechanisms of media regulation and “means of providing access to information, similar to the media”.
According to the strategy, priority for the use of information and communication technologies are considered “traditional Russian spiritual and moral values” and compliance with them is based on “norms of behavior”.
The document is also aimed at the formation of a “national digital economy” and “national interests” and basic principles of the strategy are to “ensure the rights of citizens to access to information”, “freedom of choice” when retrieving data, as well as “the preservation of traditional and customary (in contrast to digital) for the Russians forms of obtaining goods and services”.
The strategy envisages that the cooperation of Russian organizations with foreign companies in the field of digital economy possible under certain conditions. In particular, the interaction of Russian and foreign organizations, all data must be stored in databases and processed on servers located in Russia, and payments be effected through the Russian payment system.
In addition, the strategy addresses the need to improve the mechanisms of media regulation and “means of providing access to information, similar to the media” for the formation of the information space tailored to the needs of citizens and companies in obtaining quality and reliable information. To similar to the media services document will include the Internet TV, news aggregators, social networks, instant messengers, and any “sites on the Internet”.
With the signing of the decree on approval of the strategy Putin also instructed the government within six months to make appropriate changes in the “strategic planning documents” of the Federal bodies of Executive power.
