At the Moscow University, deceiving the Rosobrnadzor, teachers gave about a thousand of bogus diplomas
Moscow state automobile and road technical University (MADI), issued to teachers about thousands of bogus diplomas, addressed in Savelovsky Interdistrict office of public Prosecutor with the request to give a legal assessment of the actions of former acting rector Vitaly Soup and Provost Maria Karelina, responsible for this violation, writes “Kommersant”, citing the appeal sent to the Prosecutor’s office of acting rector of MADI Marina Dolesova.
In the course of internal audits conducted in MADI in September, it was found that the University organized the results around thousands of diplomas giving the right to teach those who have not received appropriate training. Verification, in turn, began after complaints to the University administration of the Moscow regional Union of lawyers, which had expressed doubts about the professional level of teachers of the Department “Legal and customs regulations of transport”.
The lawyers noted that such subjects as “foreign trade”, “Declaration of goods”, “Economic potential of the customs territory of Russia” and “Customs procedures” is taught to students holders of diplomas of the librarian-bibliographer, the Manager, mechanical engineer.
The inspectors confirmed these data and found that teachers were getting suspicious diplomas of structural units MADI – Institute of excellence (COE) – without taking tests or certifications. The inspectors concluded that no training was conducted, and replace it with a process they called “profanation.” The damage from such actions amounted to 50 million rubles.
Director of IPK Andrei Bulba told inspectors that the diplomas he was forced to sign under duress and threats of former leaders of the University. MADI believe that the violation is not due to corruption, and checking of service in April 2016. Knowing that “part of the teaching staff MADI does not meet the qualifying characteristics” and their positions and has no right to teach, the former acting rector Vitaly Soup and the Dean of academic Affairs Maria Karelina, to hide the facts from inspectors, were charged with “illegal registration” and the issuance of such diplomas.
Maria Karelina already appears in the criminal case under article “Fraud”. Karelin, Deputy Dean of the correspondence faculty of MADI Catherine Polino and former Vice-rector for economic activities of Alexander Chubakov suspect in the fraud with students of paid branches, who allegedly toured colleges and technical schools and attracted young people to study in MADI. Then on behalf of students was compiled by the fictitious acts of acceptance-transfer of works: the fraud was discovered when trying to get from the cash MADI five million 428 thousand rubles for the salaries of non-existent activists.
Another scandal in MADI happen in 2015, when three students of this University had raped a minor girl at a party in honor of dedication to the students, after which the University was dismissed by the Vice-rector on educational work Vice-rector for educational work and two Dean.
