The annual cost of the security forces by 2019 will increase to two trillion rubles, despite the difficult economic situation in the country, follows from the draft budget for 2017-2019, according to RBC with reference to the explanatory note of the Ministry of Finance of the Russian Federation.

Appropriations budget under section “national security and law enforcement” scheduled for 2016 in the size of 1,943, 2017 – 1,967, 2018 – 1,994, 2019 – 2,006 trillion rubles. Thus, the expenditure under this heading will increase by 63 billion rubles.

According to RBC, in connection with the emergence of Regardie almost twice will increase the cost of the article “internal troops” – from 114.6 to 206,6 billion. Will also increase the costs of the investigation authorities and Prosecutor’s offices from 86 to 94.8 billion rubles.

The cost of the FSB and other “security agencies” cut – 306,4 to 292 billion. Will also reduce spending on “protection of population from emergency situations” – with 81.2 70.1 billion, but raise spending on “fire safety” – from 109,9 to 119,4 billion.

Closed part of the budget, as noted by RBC, will increase by 2.5 times is the cost in the column “other issues in the area of national security and law enforcement”: 108,4 in 2016 to 237 billion rubles in 2019.

Government notes that the total budget allocation in 2016 for the whole section on national security amount to 2.3% relative to GDP. Share in the total expenditures of the Federal budget is 11.8%.

“Everything else is in “flight”, although the cut lines of education, health, and the national economy is strategic. Investments in them pay off in the current year, but always give out then,” said RBC head of the Center for economic and political reform Nikolay Mironov.
