Called a condition of renewal of agreement with the United States about the disposal of plutonium: the repeal of the “Magnitsky act” and sanctions
Russian President Vladimir Putin on 3 October in the state Duma introduced a bill on the suspension of the agreement with the US on plutonium disposition, which sets out the terms of the renewal agreements. Information about this is available in the database of the lower house of Parliament. Earlier Monday it was reported that the head of state by his decree suspended the agreement between the U.S. and Russia on plutonium disposition signed by Moscow on 29 August 2000, Washington, 1 September of the same year.
As stated in the bill, the decision on renewal of the agreement and the protocols made by the President of the Russian Federation, they can be renewed in a number of actions on the part of the United States. In particular, Moscow could return to the performance of the agreement under the cancellation of Washington’s “Magnitsky act”, in the case of the repeal of all anti-Russian sanctions and providing compensation for them, as well as with the reduction of military infrastructure in NATO countries.
“The Agreement and protocols to the agreement may be renewed after the elimination USA of the reasons that led to a radical change in the circumstances that existed at the date of entry into force of the Agreement and protocols to the Agreement”, – stated in the second article of the draft law.
In particular, it is noted in the bill, refers to “the reduction of military infrastructure and the number of the number of US troops deployed on the territories of countries – members of NATO that joined NATO after September 1, 2000, to the level where they were on the day of entry into force of the Agreement and protocols to the Agreement.
Washington was accused of “hostile policy” towards Russia
As a further condition of renewal of the agreement in a document called the US refusal “unfriendly policy” towards Russia, which should be expressed in the abolition of the law of the United States 2012 (“the law Magnitsky”) and against Russia of the provisions of the law of the United States 2014 on freedom support of Ukraine”, “the abolition of all sanctions imposed by the US against certain subjects of the Russian Federation, Russian legal entities and physical persons” and “compensation of the damage suffered by Russia in the imposition of sanctions including the loss from the introduction of forced counter-sanctions against the United States.”
From the bill it follows that the third condition is “the idea US a clear plan of irreversible disposition plutonium under the agreement”.
The explanatory note says that “in the period after the entry into force of the Agreement and of its protocols, the United States has taken a number of steps leading to a radical change of the situation in the field of strategic stability”.
In Moscow, noted that “under the pretext of the crisis in Ukraine is escalating US military presence in Eastern Europe, including in States that adopted in NATO after 2000 – the year of conclusion of the Agreement.” In particular, in 2015, six new advanced command and control points were placed in Bulgaria, Latvia, Lithuania, Poland, Romania and Estonia. Their main task – in case adoption of the relevant decisions to ensure the expeditious transfer of large military contingents of NATO in Eastern Europe, indicated in the accompanying documents to the bill.
In addition, units of the Armed forces of the United States introduced on the territory of the Baltic States, increased the number based on their airfields NATO aircraft. On the territory of Ukraine from US instructors are training militants banned in Russia organization “Right sector”, stated in the explanatory Memorandum.
The US are undermining the economy and violate the rights of citizens of the Russian Federation
According to the authors of the bill, in addition to actions
to change the military-strategic balance, the US is also taking steps to undermining the economy of the Russian Federation and violation of the rights of Russian citizens.
“In particular, in 2012 the United States adopted the so-called law Magnitsky, in accordance with which Washington openly came to the defense of economic crime in Russia, and in 2014, the law on freedom support of Ukraine, allowing intervention in the internal Affairs of our country. In addition, in 2014, the United States imposed sanctions against the Russian Federation, its territories, legal entities and physical persons”, – stated in the Memorandum to the bill.
The Russian side explains that as taken by the United States actions has led to a “fundamental change of circumstances that existed at the conclusion of the agreement and the protocols thereto”, the suspension of the agreement is “a measure of the response of the Russian Federation and does not contradict the Vienna Convention on the law of treaties of 1969″. “The plutonium covered by the Agreement, it remains outside the nuclear weapons activities, demonstrating the commitment of Russia to the exchange rate on limitation of nuclear weapons”, – stated in the explanatory Memorandum.
According to Moscow, “in the recent U.S. attempt of revision prescribed in the Protocol dated 13 April 2010 of the strategy for plutonium disposition and change the way of disposal”. “The American side intends to implement recycling of plutonium by burial and not by radiation, as established by the named Protocol. Russian specialists in the preparation of the agreement objected to this approach because in this case the irreversibility is not ensured utilization”, – stated in the accompanying documents.
The law may come into force in October
In the explanatory Memorandum emphasizes that the bill will not require additional Federal budget spending. The law will come into force from the day of its official publication. At the plenary session of the state Duma the draft law the deputies will represent the Deputy Minister of foreign Affairs of the Russian Federation Sergey Ryabkov.
First Deputy Chairman of the Federation Council Committee on defense and security Frants Klintsevich said that, expected the senators, the law on the suspension of the agreement with the US on plutonium disposition can be adopted and come into force in October. “Our President did not take a decision until the last, hoping that the US will change its position, but this, unfortunately, has not happened,” – said Klintsevich, quoted by “Interfax”.
Recall, the agreement with the US was signed on 29 August 2000. The agreement provided for the disposal of excess weapons-grade plutonium in Russia and the United States, in particular through the production of mixed oxide fuel use in nuclear power reactors, translation into forms suitable for the creation of weapons and burial.
The so-called Magnitsky act was passed by Congress and signed by President Barack Obama in December 2012. The document provides for sanctions against several Russian officials including law enforcement officers involved, according to Washington, the death of Sergei Magnitsky.
The US imposed sanctions against Russia – personal, and then targeting companies and sectors of the economy in 2014 after joining the Crimea to Russia, which in the West continue to consider the annexation. The sanctions, which was supported by the EU, has been repeatedly extended. In response Russia has imposed a ban on imports of several categories of goods from countries declared sanctions. In September 2016, US Department of Commerce has expanded the sectoral sanctions against Russia, adding to the black list of 80 Russian companies.
Last week the White house did not rule out the introduction of additional economic sanctions of the USA against Russia because of the situation in Syria.
