A former head of the Federal migration service (FMS) in the Chelyabinsk region Sergey Ryazanov, in July, sentenced to eight years in prison for bribery, was found dead in the detention center.
According to the data of the regional Investigative Committee, the body of 48-year-old prisoner was discovered on the evening of 16 October in a prison cell N1 “without any indications of criminal death.”
“According to preliminary data, the cause of death was acute heart failure”, – informed the Agency. SK began a preliminary examination, scheduled examination.
Ryazanov was kept in detention pending the appeal against the sentence of the court, which last summer sentenced him to eight years in a strict regime colony and a fine in the amount of 30 million rubles, says “Russian newspaper”. During sentencing, Ryazanov became ill, the process had to be interrupted for emergency hospitalization of the defendant. Ultimately, the court concluded the sentencing in absentia. Also the court has deprived Ryazanov special title of “Colonel of internal service”.
Ryazanov was detained by employees of regional Department of the Federal security service on 2 June 2013 in a café in the centre of Chelyabinsk when receiving more than 135 thousand rubles in payment for services that fall within the jurisdiction of the now abolished Federal migration service. He was charged on nine episodes, the total amount of bribes which exceeded the sum of 1.2 million rubles.
The official was convicted of systematically accepting bribes from the representative of the multipurpose service center for General support at registration of passports. Similar services rendered to it FGUP “Passport-visa service” and “Service Center”, received in 2012-2013 about 380 thousand rubles, reported the Prosecutor’s office.
In addition, according to data of the Supervisory authority, the officer took 780 thousand rubles from the President of the Council of the Chelyabinsk regional public organization “Tajik national-cultural centre “Samonien” to expedite registration of temporary residence permits, residence permit and Russian citizenship for foreign citizens.
“The court confiscated all the money which is a subject of bribes, and also paid state income arrested during the investigation, the property Ryazanov – foreign currency of 10 million rubles, a car, a Studio apartment costs over 1.5 million rubles, two plots of land and interior decoration”, – noted in Prosecutor’s office.
One of the givers, appeared in the dock together with Ryazanov, the court sentenced to five years of conditional imprisonment with a fine of 11.4 million rubles.
Interestingly, the predecessor Ryazanov on this post Arthur Damert was also convicted of bribery for accepting bribes cottages. In March of this year he was sentenced to five years imprisonment with a fine of half a million rubles and confiscation of 5.7 million rubles.
