Convicted under article 282 of the criminal code of the Russian blogger Anton Nosik has launched a campaign for its abolition
Blogger Anton Nosik began collecting signatures for the abolition of article 282 of the criminal code (“inciting hatred or hostility, and humiliation of human dignity”), for which he was recently convicted and sentenced to a fine of 500 thousand rubles.

Meanwhile in the accompanying text of the initiative States that “article 282 of the criminal code is subject to cancellation as contrary to the spirit and letter of article 29 of the Constitution of the Russian Federation”. The wording of this article “allows a huge amount of abuse, arbitrary interpretations, and creates fertile ground for criminal cases for “crimes of thought”.
In the opinion of the Spout, the criteria for identifying an utterance as an extremist is not clear. “There is no document, and no court decision in which it would be clearly spelled out, what statements are qualified as “extremist” and which fall under the constitutional provision protecting freedom of speech,” he writes.
In addition, according to the blogger, over the years the articles she repeatedly texted, “every time in the direction of increasing the punishment,” but a clear definition of “extremism” it was not, and has not appeared.
In the opinion of the Spout, the cancellation of 282nd article will allow law enforcement agencies “on Google with Yandex, not for evaluating someone else’s opinions, and not on reposted images in network “Vkontakte”, and fight the real extremism.” The need for such a reorientation is long overdue, he said.
“The persecution of citizens for expressing thoughts and opinions is unacceptable. (…) The arbitrary persecution of citizens for speaking out, not causing any damage, must be stopped,” – he concluded in the petition.
In 2014, the website “Russian public initiative” has already been registered , a similar petition. The authors also noted that article 282 of the criminal code “contains extremely broad language that creates the basis for the abuse and allow virtually anyone to bring to trial”. They also pointed out that this article is “contrary to the principle of freedom of speech” is incorrect in form and archaic and anti-democratic meaning.
In support of the petition were recruited 1936 votes, 78 voted against the initiative. In order for the petition got a chance for consideration in Parliament, she needs to collect 100 thousand votes.
