Employees of the Russian representative office of the international human rights organization Amnesty International has returned to his Moscow office in 16 days after he was sealed. However, the Department of city property of Moscow has warned that if Amnesty International will not be time to pay the rent, the contract will be terminated and the organization will lose office completely.

The head of Amnesty International in Russia Sergey Nikitin has declared to journalists that the organization expects Friday to sign new lease office. According to him, which leads the newspaper “Vedomosti”, a constructive dialogue with the Department of city property of Moscow managed to achieve with the help of the head of the Council on human rights under the President of Russia (HRC) Mikhail Fedotov.

In early November it became known that in Moscow sealed the Russian office of Amnesty International. The head of the Russian branch of the organization Sergey Nikitin then said that the door of the office, which the organization leases from Mosgorkomstat at Bolshaya Nikitskaya St., 22/2, was hacked and sealed. According to him, employees did not have access to telephones, computers, personal belongings.

Later the city authorities explained that the measures were taken in connection with the violation of the terms of payment of rent from the organization, although Nikitin claimed that the rent for the office you have always made carefully, including the Oct. In the end, the Amnesty appealed to city hall with a request to conclude a new lease agreement.

Sergey Nikitin at a press conference in Moscow on Friday stated that the seal of office was due to a technical error. However in a press-service of the Department of municipal property of Moscow “to Interfax” has denied this information. As reported in the Department, the termination occurred “because of the bad faith performance of the terms of the lease the organization “Amnesty international limited”.

In a press-service of the Department explained that the lease was terminated in 2015, and three months after claims about non-payment of rent arrears amounted to more than 460 thousand rubles. “Payments were made late and unevenly. The maximum amount of debt on lease payments amounted to 500 thousand rubles,” – said to “Interfax” in the Department.

The Department warned that if Amnesty International will allow the emergence of new debt for the rental office, the contract will be terminated without possibility of renewal, and of its Moscow office, the organization will lose.

“Today, with the organization re-signed a contract
lease for which it is ordered in a strict order to make monthly
payments. The emergence of debt over the two periods will result in
a termination of the lease with no option of renewal”, –
emphasized in a press-service of the Department.

On Friday, Amnesty International has presented in Moscow the report, “Agents of the people”on the fourth anniversary of the entry into Russia in the law on “foreign agents”. The experts came to the conclusion that the law “bound” activities of non-commercial organizations in Russia and deprived of their voice. Amnesty International called on the Russian authorities to repeal the law, which was repeatedly criticized by NGOs and human rights activists.
