All foreign nationals entering the territory of Russia in 2017 will undergo a mandatory procedure of fingerprinting. About it as transfers TASS, on Thursday, November 24, reported the first Deputy head of the interior Ministry of the Russian Federation Alexander Gorovoy.

“The interior Ministry has initiated to conduct early next year fingerprinting all foreign nationals who come to the territory of the Russian Federation”, – said Gorovoy, noting that the Agency is grateful to the colleagues from other countries, with understanding relating to this measure.

“Today we are in a quiet mode to make this work”, – said the first Deputy interior Minister, speaking at a joint meeting of the Federation Council Committee on constitutional legislation of the Federation Council Committee on defense. He said that this issue will be discussed by representatives of the Ministry of interior
and foreign Minister colleagues, including from the CIS, reports “Interfax”.

In February holding then a post of the head of the Federal migration service (FMS) of Russia Konstantin Romodanovsky said that for two years Russia has an automated system mandatory fingerprinting of migrant workers. At that moment the procedure took almost 7 million people.

In April , “Nezavisimaya Gazeta” wrote that, according to her, “a bill total of fingerprinting all visitors to Russia
foreigners received the support of the authorities”. Currently, fingerprinted, required to take only the migrants who have applied for a patent or a work permit, others may be fingerprinted at will.

Initiatives associated with total fingerprinting all visitors,
have repeatedly been made by various factions and deputies of the state Duma,
that relied on successful foreign experience. However, the Executive decision-making pulled, pointing out the difficulties that can
arise: for example, it was stated that some of the checkpoints are located in underdeveloped areas, where no modern technology, but there is a big risk of corruption, wrote “NEZAVISIMAYA Gazeta”. The article noted that cases of falsification of evidence about the procedure for scanning fingerprints.

Earlier it was reported that the Chairman of the Commission of the Public chamber of the Russian Federation on development of public diplomacy and support of compatriots abroad Elena sutormina appealed to the interior Minister Vladimir Kolokoltsev with a request to introduce compulsory fingerprinting for EU citizens and the United States when entering Russia. In her opinion, this may be an additional measure of protection of Russians from threats of terrorism.

We will remind, in September, Russia began testing the system for collecting fingerprints for visa issuance. It was reported that testing procedures are based on Russian diplomatic missions in the UK, Denmark, Namibia and Myanmar, and also at Moscow’s Vnukovo airport.

As you know, a year ago, the Schengen agreement changed the rules of obtaining visas for Russian citizens, obliging them every five years to be fingerprinted. The acquired biometric data is stored in the Visa information system. For obtaining a U.S. visa is also required to be fingerprinted.
