FSO and the National guard under study the products of the Federal penitentiary service, earn for the year by the labor of prisoners of 50 billion rubles
The Federal guard service (FSO), and the national guard is considering the possibility of purchasing from the Federal service of punishments (FSIN) of the Russian Federation of goods produced by prisoners. Correctional institutions of the Federal penitentiary service in 2016 has entered into contracts for the supply of various products 50 billion rubles, also said Korshunov, quoted by RNS.
At the exhibition, the office presented the largest exposition is about 1.5 thousand items on the area in thousand square meters, according to TASS. Among the exhibits – wooden houses, baths, wood products, food products, newly developed on the basis of GAZ-231073 forest patrol complex, the production of which involved convicted. As told Korshunov, the service cooperates with the Ministry of communications and the interior Ministry. In particular, in 2016 the Federal penitentiary service, interior Ministry signed contracts for the supply of uniforms, shoes and food products to 1.54 billion rubles. This is a record for the FPS indicator, said Deputy Director of the Department. In 2015, the amount of transactions amounted to 900 million rubles.
Korshunov said that prisons produce more than 100 thousand items. In 2017 it is planned to hold an exhibition of the products of correctional institutions.
According to the Deputy Director of the Federal penitentiary service, in particular, the prisoners have mastered the manufacturing of uniforms and footwear that will fit even the special forces in the field. “We set this year a new injection molding machine and introducing the new line of shoes, primarily for intelligence for the interior Ministry. To our delight, a wonder food – small amounts, but a lot of orders from different divisions,” – said Korshunov.
“Law enforcement agencies have become to us more and more to go, more to come”, – said Deputy Director of the service. According to Korshunova, this year in the Federal penitentiary service appealed to customers and other departments. “We came up with FSB, FSO, bailiffs, came to us division of the interior Ministry with the other positions not previously such a demand. Interested in their first of all clothing and uniforms”, – he said.
As a promising partner kites called “BTK group”, one of the largest manufacturers of clothes for military use. “We wonder how their production capacity, which will reduce their cost for contracts of the defense Ministry”, – he explained.
Among the main advantages of supply FSIN Korshunov said cheap relative to the overall market labor. “While we respect absolute quality, because we have a state quality control”, – said the Deputy head of the FSIN. Currently, convicted felons in Russia can work in industries only within correctional facilities. Last year the Deputy of the state Duma Alexander Hinstein has offered amendments that would take the prisoners at the enterprises away from the correctional institutions in which they are serving their sentences. The penal system supported the initiative, but in the end the bill was not passed.
In some countries there is experience of engaging prisoners as cheap labor. Thus, in the U.S. inmates in Federal prisons work in the UNICOR Corporation. The company is based on 146 prison companies producing electronics, clothing, office furniture. In the UK prisoners are engaged in the development of the urban areas. In France, 40% of prisoners held to labor, and they can operate both in prisons and in private enterprises.
Russian human rights activists and the media have repeatedly raised the acute problem of prison labor, complaining about the lack of jobs, low wages, excessively high production quotas, irregularities in the calculation of seniority for purpose of pension.
