In recent years, China has seen several major accidents involving safety violations. This contributed to the weak supervision of the relevant departments, systemic corruption and the desire to increase production amid the slowdown in the economy. During the first half of this year in China at factories, mines and construction sites have killed 14 thousand people.

The accident at the power plant in Fenchene happened that day, when before the court in Beijing appeared Jan Dongliang, the former head of the State administration of work safety, who is accused of receiving 4.3 million dollars in bribes from 2002 to 2015. Yan was dismissed in August last year after an explosion at an illegal chemical warehouse in the Northern port of Tianjin, which claimed the lives of 173 people.

The construction of a coal-fired power plant in Fanchang 1000 MW began at the end of 2015 and is expected to be completed in late 2017. According to the BBC, the cost of the project amounts to 1.11 billion USD.

Only in China under construction there are hundreds of coal-fired power plants. Beijing promised to resolve the looming problem of excess greenhouse gas emissions in the medium term, however, the officials responsible for the development of China’s economy, said in November that the country intends to increase generating capacity through coal-fired power plants by one-fifth over the next five years, which means the construction of hundreds of new power plants.
