In the self-proclaimed Donetsk and Luhansk people’s republics (DPR and LPR) does not exclude the possibility of moving the date of local elections if the electoral legislation of Ukraine will be amended accordingly. “The prepared draft decision. The transfer date of elections as we do, and in LC, is not excluded”, – have informed “Interfax” a source in the DND sub-group on political issues of the Contact group on Ukraine.
The existing norms of the Ukrainian legislation to block the participation of representatives of the republics of Donbass in the electoral process, noted the Agency interlocutor. According to him, before the transfer election is necessary to solve two main problems with the Ukrainian legislation. First, there must be Amnesty for participants of events on Donbass, secondly, under present law even if the conduct of the elections by the majority system may nominate candidates only from participants of the electoral process, officially registered in Ukraine.
Thus, the norm of blocks participating in the local elections for
the nomination of candidates, public associations, operating in Donetsk and Lugansk, said the source.
We will remind, in July the leaders of the breakaway republics in Donbass took the decision to hold elections in the fall. In mid-September, the head of the DND Alexander Zakharchenko has appointed elections in separatist-held territory on October 18. After a few days the head LNR Igor Carpenter signed a decree on holding elections to local authorities on 1 November 2015.
In Kiev local election appointed on October 25. The decision was criticized in Moscow. The Minister of foreign Affairs of Russia Sergey Lavrov, commenting on the decision, stated that it is contrary to the Minsk agreements
Thus, according to the law “On amending article 10 of the law of Ukraine “On special order of local government in certain districts of Donetsk and Luhansk oblasts”, which President of Ukraine Petro Poroshenko has signed 18 March 2015, the special status of the territory controlled by the separatists, can be obtained only when there will be held local elections under the Ukrainian laws under the supervision of observers from international organizations. The law, in particular, provides that a special procedure is implemented elected at the extraordinary elections to local government bodies.
Before commenting on several local television stations the situation with the elections in Donbas, Ukrainian President Petro Poroshenko called them “illegal” and “illegitimate” and said that their conduct poses a threat to the Minsk agreements. Kiev will do everything possible to “return occupied territories”, he stressed.
“The elections in the Donbass have their own characteristics that must be taken into account in the election law. There are political forces interested in destabilization are interested in continuing the internal conflict. I stress that this is Putin’s plan. Putin’s plan, which was defeated in open armed confrontation, because we were able to create a powerful armed forces and a powerful international coalition,” – said Poroshenko.
According to Poroshenko, at a recent meeting of leaders “Norman Quartet” in Paris the President of Russia Vladimir Putin promised to help prevent “fake” elections in DND and LNR, reports UNN. “What we now have destroyed the possibility of carrying out “fake” elections, and at least Putin has promised to make all efforts and to inform us no later than Tuesday that the decision will be made, and if not accepted, will be responsible” – said the President of Ukraine.
