The self-proclaimed head of the Donetsk national Republic Alexander Zakharchenko has suspended the decree on local elections scheduled for 6 November. At the same time of new date of elections in connection with their alleged transfer was not reported, the Agency “Interfax” with reference to press-service of administration of the head of the DNI.
“The head of DNR Alexander Zakharchenko has stopped action of the decree on the elections of local heads, appointed on 6 November 2016,” confirmed to journalists. Earlier it was reported that in the self-proclaimed Luhansk people’s Republic also deferred elections.
Recently held talks in the Normandy format with participation of heads of Ukraine, Germany, France and Russia in Berlin. After the meeting, Petro Poroshenko announcedthat the parties agreed not to interfere with the activities of the OSCE.
“And to provide training to future local elections, when security conditions will allow us to conduct these elections, we now make an attempt to enter armed, we call it the police, the OSCE mission, which will provide security during the electoral process and transition”, he added.
The Minsk agreement, reached during marathon negotiations in February 2015 the leaders of Russia, Germany, France and Ukraine, require the holding of local elections in the separatist-controlled regions of Donetsk and Lugansk regions. From Kiev to assign the special status of Donbass.
Adopted in the first reading amendments to the Constitution of Ukraine the special status of Donbass only enshrined in the transitional provisions, and the law on the special status provides for a special procedure for the control period of only three years. DND and LNR require to register the position of their special status in the Constitution on a regular basis, and that their position is supported by Russia.
