The Moscow government has embarked on an ambitious program “From project to object in 9 steps”, one of the most important features of which is the actual availability of a clear “target audience” – the builders working with low-risk features.

According to the Urban development code, all buildings and structures are divided into three large groups:
objects of special regulation (technically complicated, unique, or especially hazardous objects, such as the metro system), the control of which is implemented by the Federal office of Ropewalkers and Rostekhnadzor;
– the objects of regulation, as most apartment buildings, office buildings, etc. Supervision and examination by the municipal authorities – and the Moscow state construction supervision Committee of Moscow state expert assessment;
– and low-risk facilities, such as low-rise (up to three floors) buildings, warehouses, etc, which are the most popular among companies from the sector of small and medium business.

In order to simplify the work of entrepreneurs of small and medium business, the government several years ago abandoned the supervision of such buildings. Now the city authorities intend to radically simplify and the construction procedure and running the program “From project to object in 9 steps”, reports the Agency “Prime”.

Amid a disappointing performance in the construction industry for 2015, when the number of bankrupt property developers, representatives of small businesses, has reached 2700and the new year brought the collapse of about 200 companies, the new program of the Moscow government should facilitate the working conditions of the developers and to reduce the risks of the current economic crisis.

The program “From project to object in 9 steps” includes several main directions.

The first direction – the elimination of unnecessary administrative procedures. If now thanks to the program of the investor from “clock” to the construction site separates the nine steps, then more recently this has been as 21 steps. Thus, from the list of required procedures excluded 12 approvals; and part of those exceptions concerned not only low, but also other objects.

It is particularly important that all steps are sequential and do not overlap, and city officials are working with the investor on the principle of one window: instead of 10 different types of examinations is one examination and four kinds of construction supervision combined into a single state construction supervision.

Supervising the program of housing and communal services included in the unified system of interdepartmental cooperation – it is prohibited to require from the applicant the documents available to the other authority. Documents are requested directly through this system.

Such steps by the government of Moscow will positively affect investment activity in the city from the small and medium business, says the chief Executive of Fund “city economy Institute” Tatiana Polidi. “The concept of a simplified regulation of low risk construction objects was laid in the Urban development code upon its adoption. Additional motion in this direction have repeatedly been made by the Russian government, for example, if the decision is “an exhaustive list of procedures in the sphere of housing construction”. However, in practice, in different cities, there are many administrative procedures, and not all cities seek to optimize this list. For example, the period of state examination of project documentation standard was reduced from 50 to 30 days, typically from 50 to 45 days. A certificate of approval of architectural city planning decision can now be issued not over 30, but only for 14 days. The deadline for receipt of orders at production of the earthworks cut in half to seven days.

Managing partner of Ost Legal Vladimir Lipavsky believes that “reduction of terms of approval of all documents by up to 99 days is a very ambitious task.” According to the expert, “now in the collection of documents and the subsequent introduction of revisions take significantly longer”. “However, what the city government is ready to offer the right approvals in just nine steps is a positive signal that will contribute to the acceleration of the process of preparation of documents for construction,” he said.

The third direction of development of the program is the promotion of electronic document management. The translation project approvals to electronic form was launched in 2013 and initially consisted of only seven features. Since then he has grown two. “Today Moscow provides 14 types of public services in the field of investment and construction activities, and 12 of them in electronic form. This measure very seriously gives the speed of the movement of capital in the construction industry and, of course, makes the procedure of public services provision as open and transparent,” – said the Deputy mayor of Moscow on urban policy and construction Marat Khusnullin.

The growing demand for electronic document confirmed by the statistics: in 2013 in electronic form was filed only 12% of the total applications, while in 2014 the figure was 33%, and in 2015 – already 70% of applications.
