In Russia before the presidential elections in 2018 will be the law on countering US intervention in the internal Affairs of Russia: 9 PT intervention
Russian parliamentarians in the beginning of 2018 intend to adopt a number of laws aimed at countering U.S. intervention in the internal Affairs of Russia.
In the Federation Council of the Russian Federation at the meeting on Tuesday, October 10, discussed the preliminary report of the temporary Commission on the protection of sovereignty, which States that the main influence on the internal policy of the Russian Federation are trying to put the United States and their NATO partners. By the end of the year, the Commission, Council shall submit its final report and some of the legislative proposals to be adopted before the presidential elections in Russia scheduled for March 2018, as in Russia fear intervention from the US in this election.
As stated in the report, currently and for the foreseeable future the most ambitious attempts to exert illegal influence on Russian foreign and domestic policies taken by the U.S. Congress, the U.S. government, including the state Department, the CIA and the Pentagon.
“External threats to state sovereignty, including attempts to interfere in the internal Affairs of the Russian Federation not only continues, but
increase, particularly starting in 2014. The main activity
comes from the authorities of the USA and their satellites, primarily from
the number of member States of NATO”, – the report says.
In the opinion of the members of the Commission, it is necessary to “provide for the possibility of the introduction of a special nature of relations with States, which systematically aside from the obvious interference in the internal Affairs of the Russian Federation, particularly with the participation of public authorities of the countries concerned and their officials”.
The report pointed to the need to address a number of gaps in the Russian legislation, to control and accounting of a foreign state programme of the Russian Federation. The preliminary report of the Senate Committee given the definition of “outside interference in the internal Affairs of Russia”, which is still missing in the Russian legislation and described nine major areas of intervention, “representing a serious threat to the state sovereignty of the country”.

The Commission of the Federation Council for the protection of state sovereignty also recommends, in the shortest possible time to provide for the possibility of holding a parliamentary inquiry on the grounds of outside interference.
And given the real threat of attempts at outside interference in the internal Affairs of the Russian Federation in the period until 1 November, the Russian Prosecutor’s office, FSB, foreign Ministry, justice Ministry, the CEC and other Federal ministries and departments, and authorities of subjects of the Federation are invited “to submit to the Commission proposals of a legislative nature for a more effective legal response to such threats”.

In the preliminary report of the temporary Commission for the protection of sovereignty is also recommended “to consider from a legal point of view, the phenomenon of participation in the process of external interference in the internal Affairs of the Russian Federation of natural persons who formally do not belong to Russian organizations recognized as foreign agents, foreign organizations recognized unwanted in Russia, but carry unwanted activities, and to prepare in that regard, proposals on legal response”.
“The Commission draws attention to the fact that if in respect of Russian and foreign legal entities related to the implementation of a political activity with foreign funds, there is a corresponding legislative regulation (“foreign agent” and “junk organization”), in respect of individuals, primarily foreign, it is currently missing, than shamelessly enjoyed by those who are in fact trying to interfere from outside in the internal Affairs of the Russian Federation”, – quotes the report Agency “Interfax”.
The Russian government has already recommended to the Federation Council, taking into account the limitations of the current act, registered as foreign agents to make proposals on expansion of the list of organizations falling under it, including the media, as well as on the expansion of the criteria for inclusion in this category, with the possibility of recognition registered as a foreign agent individuals receiving foreign funding.
The Federation Council of the Russian Federation in case of need ready to develop quickly and to be approved before the end of 2017 changes to existing legislation additions to the list of registered as foreign agents.
In addition, it is proposed to legislate a ban on participation as authorized persons of candidates for elective office, individuals with dual nationality, a residence permit abroad, as well as on any participation in election campaigns persons without Russian citizenship (excluding the legitimate activities of duly accredited representatives of foreign media and foreign observers who are in Russia legally)”.
What is “interference in the internal Affairs of the Russian Federation” according to SF
The authors of the report prepared by the interim Commission of the Federation Council on the protection of sovereignty, noted that the Commission “consider interference in internal Affairs as are not based on generally accepted principles of international law and the international treaties of the Russian Federation activities by foreign States, legal entities and individuals, their associations, aimed at changing the constitutional order, territorial integrity of the Russian Federation, its domestic and foreign policy, the composition and structure of bodies of state and municipal authorities”.
To interference in the internal Affairs in this context, the members of the Commission do not include activities carried out on the basis of contracts concluded with foreign partners in accordance with Russian legislation by competent bodies of state and municipal authorities within their competence, the report said.
Note that while in the Russian legislation there is no concept of “outside interference in the internal Affairs of Russia”.
Russia introduced restrictions on foreign media
In the preliminary report of the Commission of the Federation Council on the protection of sovereignty are advised to “thoroughly examine the possibility of a legal response in the case of systematic misuse of specific media for the purposes established outside interference in the internal Affairs of the Russian Federation, in strict compliance with the Constitution of the Russian Federation”.
“Given the attempts to introduce discriminatory measures by the U.S. authorities against a number of Russian media in the U.S. under false pretense of their intervention in the American elections of 2016, to pay attention to domestic and world public opinion on the possibility of Russian authorities purely the response of the mirror to American mass media in Russia”, – the document says.
The Federation Council is ready to approve before the end of 2017 changes to existing legislation that allows for such media to expand the list of registered as foreign agents. In this case, the American media will be invited to register as foreign agents with all the ensuing consequences.
However, the restrictive measures against foreign media on the territory of Russia are already finished, even before the adoption of the law on opposition to U.S. intervention in the internal Affairs of the Russian Federation.
The Ministry of justice of Russia has informed “Radio Svoboda” and two more U.S. media about possible restrictions in the framework of the Russian law “On mass media”, which provides for “the establishment of restrictions for the correspondents of mass media of those States in which there are special restrictions for the exercise of professional activities of journalists and mass media registered in the Russian Federation”.
The justice Ministry stressed that the act on the basis of reciprocity in response to the limitations of the work of Russian journalists in the United States. “The principle of reflex action will be applied in the future depending on the measures to the Russian media the United States of America”, – said the Agency.
In an official letter to the Ministry of justice of the Russian Federation, signed by the Director of the Department for non-profit organizations Vladimir Titov, contains a notice of “possible restrictions” for journalists of the Corporation “Radio Free Europe/Radio Liberty” and site “Idel.Realities” and “Now”.
“According to Russian competent bodies your organization is subject to the characteristics set out in article 2 of the Federal law “On noncommercial organizations” organizations – foreign agents. In the second statement of the Vice-President and editor in chief of American media companies, Nenad Pejic said that the channel “Now”, “Radio Liberty” and the site “Idel.Realities” are journalistic, not political organizations.
Recently repeatedly appeared information that the Russian authorities are ready to review the working conditions of some foreign media on the territory of Russia. The official representative of Russian foreign Ministry Maria Zakharova said that her Department plans to take mirror measures, in respect of us media working in Russia, in the case of “continuing pressure on the Russian TV channel RT in the United States.” October 6, the Kremlin warned that the activities of some us media working in Russia may be restricted “in response to the pressure exerted by Washington on the mission of the Russian media in the United States.” As stated by the press Secretary of the President of Russia Dmitry Peskov, in case of continuation of pressure and violations of the law of the Russian media to free work, it may not exclude responses based on the principle of “reciprocity.”
U.S. law enforcement recently focused attention at least two Russian media – RT news website Sputnik. The Russian government funded TV channel RT was accused by U.S. intelligence in trying to influence the outcome of the presidential elections in the United States. In Washington there are calls to register RT and Sputnik , by law, 79-year-old, which was originally passed to counter Nazi propaganda. In Soviet times, some Russian media, including Pravda and the TASS news Agency, was registered in the United States as foreign agents.
In Russia, the fear of US interference in the presidential elections in 2018
In the operative part of the report, the members of the Commission for the protection of sovereignty, warned that there are serious reasons to believe that the increased interference in the sovereign Affairs of Russia in connection with the forthcoming in March 2018 presidential elections of the Russian Federation.
As the parliamentarians noted, the funding of the next phase of “containment of Russia” should begin from the United States from January 2018 in anticipation of the presidential election campaign in Russia.
For these purposes Washington allegedly had made provision in the next two years an additional 250 million dollars.
That is why the report recommends as soon as possible to retain in the Russian legislation the definition of outside interference in the internal Affairs of the Russian Federation and to provide the possibility of holding a parliamentary inquiry on the grounds of foreign interference in the Affairs of the Russian Federation, notes TASS.
Proposed to legislate a ban on participation as authorized persons of candidates for elective posts of people with dual citizenship, a residence permit abroad, as well as on any participation in election campaigns persons without Russian citizenship.
It is recommended that the implementation of the foreign States and their organs in the territory of Russia of their programs in all cases, including using self-financed NGOs, in addition to joint implementation of such programs authorized by the Russian government agencies or in coordination with them.
It is proposed to consider from a legal point of view, the phenomenon of participation in the process of intervention from outside individuals who are not formally consist in the Russian organizations considered foreign agents or organizations recognized unwanted in Russia, but who carry out undesirable activities.
It is recommended to provide the possibility of introducing the special nature of relations with States, which systematically aside from the obvious interference in the internal Affairs of Russia.
Final annual report to the Commission should be prepared by December 2017, special attention will be given to possible attempts of external interference in the presidential elections in Russia in March 2018.
