Federal service of execution of punishments (FSIN) next year will use a new form of criminal punishment in Russia – forced labor. This kind of alternatives to imprisonment was included in the penal code in 2011, but until now has not been applied. It is expected that from 1 January FSIN ready to send to detention centres 900 people.
“Forced labor and being in correctional centres can be compared with the work of shift workers who work away from home, living in hostels. There are only a few restrictions – they will not be able to choose their own work, without permission to leave the detention centre, – has explained the Deputy Director of the Federal penitentiary service of Russia Valery Maksimenko (quoted by TASS).
According to him, the convicts are to live in the normal dorms, but after serving one third of the sentence if there were any violations, they may be allowed to reside outside the Mall with the family, but within the limits of the municipality, where a detention centre.
After the verdict, the convict alone is going to a detention centre, where he works under an employment contract. He can use a mobile phone and the Internet, ill, to go to the doctors for medical policy, provided the leave entitlement of 18 days after the first six months of operation, added Maksimenko.
The decision of the court of salaries of prisoners in state revenue will be deducted from 5% to 20%. In addition, they will reimburse the expenses for accommodation and payment of claims for compensation.
Since January 1, the Federal penitentiary service will open the first four of the correctional centre on the basis of the reformed colonies in the Tyumen region (Ishim), Stavropol Krai (Georgievsk), Tambov region (the village Green) and Primorsky Krai (Vladivostok).
In addition, open areas for prisoners to forced labor in Bashkortostan (Ufa), Zabaykalsky Krai (Krasnokamensk), Samara region (Volga), Smolensk region(Ankova), Arkhangelsk region (Severoonezhsk), Novosibirsk region (Novosibirsk) and in Karelia Republic (Kotor).
“Already at the first stage the possibility of applying this type of punishment will cover all of the Federal district, appears 896 places for the convicts to this new form of punishment. Then plan to open in the regions where they are most ready to provide convicts with work”, – said Maksimenko.
Deputy Director of the Federal penitentiary service also said that the employment Agency will take into account the qualification of the convicts, which was almost fully will be circulated to the provisions of the Labour code with the exception of the right to dismissal and vacation.
In the spring of this year, the state Council of the Komi Republic were submitted to the state Duma a bill that would have allowed to open branches correctional facilities for large construction sites and large enterprises. Prisoners from the colonies was proposed to be used as cheap unskilled labor, which would replace the migrant workers.
It was planned that the branches of prisons are to function as a penal colony. Thus, the chance to work on large Gosstrakh were not all in a row inmates, but only those who are convicted of minor crimes for a short time, or those who the regime was softened.
The authors of the project also proposed to introduce a new punishment – forced labor, which is a counterpart of the Soviet “chemistry”. In the USSR this type of punishment had been paroled the prisoners, who were sent to work, including chemical enterprises with harmful production conditions.
Previously, the Federal penitentiary service has proposed to bring in prisoners to build the bridge across the Kerch Strait. The Ministry referred to the fact that successfully used convicts to work on the improvement of the surroundings of Sochi, including Krasnaya Polyana.
In the state Duma last year proposed to involve convicts in the construction of facilities for the world Cup 2018 – the initiative extends to almost 39.5 thousand prisoners. Just as many people, according to the FSIN for 2015 are contained in the 128 settlements in the territory of the Russian Federation.
