In Russia the expected growth of prices proposed to reduce the cost of a bottle of vodka to 136 rubles, or even 100
The Ministry of economic development in a month after received from the Ministry of Finance proposal to increase by seven rubles minimum retail price for vodka (to 197 rubles per half liter) made their alternative initiative to reduce in 2017, the minimum cost of a pint from 190 to 136 rubles.
In addition, the Ministry of economic development proposes to reduce the excise duty on spirits from 500 rubles to 360 rubles. The relevant proposals sent to the Ministry of Finance.
The Ministry also consider it necessary to reduce the cost of vodka, suggesting, in their opinion, the optimal price in the amount of 100 rubles per 0.5 liter. The cost of beer asked to leave at current levels, and “quality wine” decided to make for consumers “more accessible,” reports RIA “Novosti” with reference to RT.
The report, prepared on behalf of the state Commission to counter illegal turnover of industrial products, it is also recommended to reduce the cost of licensing retail trade in alcohol and to liberalize the trade in alcohol, for example, to allow trading in these products on the Internet. Administrative and criminal responsibility for the implementation of the illegal alcohol is offered to toughen.
The Ministry is confident that “the consumption of alcohol per capita is not a significant factor for the health of the nation, public morality and morals” and that “mortality and life expectancy do not depend on the volumes of per capita alcohol consumption”.

Deputy head of Ministry of Economics Oleg Fomichev believes that the rates of excises on alcoholic production with a share of ethyl alcohol up to 9% and alcohol-containing products is expected to increase from 400 rubles per liter, in 2016 to 418 rubles in 2017, pass “Vedomosti”. For alcohol products with a share of ethyl alcohol over 9% rate of excise duty is in 2016, 500 per litre and in 2017 it is planned 523 of the ruble, for ethyl alcohol sold to organizations that do not pay an advance payment of excise duty, 102 and 107 ruble rubles, respectively.
“We look at the statistics – we have maximum share of the legal market and the maximum amount in excise revenues was in 2012 (at a rate of excise duty (300 rubles). And then when the growth products actually began to be pushed out to the illegal sphere, and later also began to decrease its collection. In this regard, we propose to return to the conditional level of 2012 plus cumulative inflation at this level excise rate is fixed in real terms,” – said Deputy economic development Minister of the Russian Federation in interview to RIA “Novosti”.
According to him, given that for the period from 2012 to 2015, most significantly decreased the amount legally sell all alcoholic beverages (despite the fact that, according to independent experts, the amount of consumption of alcohol has not changed), it will be right to reduce the excise tax in order to begin to transfer the trade from the shadows into the legal plane and to improve the quality of consumed products and excise duty collection.
On the eve of the Deputy Minister of Finance of the Russian Federation Ilya Trunin said that the excise duty on alcohol in Russia in 2018 or 2019 will rise to the level of inflation in 2017, indexation will be made as provided by the tax code.
We will remind, the minimum prices for vodka in Russia are established with 2009, because of the need to combat the production of counterfeit alcohol. In February 2015, the minimum retail price of vodka was reduced from 220 to 185 rubles after the speech of Vladimir Putin at the state Council meeting when he voted against raising the price of alcohol, and pointed out that “illegal vodka, all surrogates, spirits of this kind arise from a certain overestimation of prices of legitimate products.”
The last time the minimum price of vodka increased by five rubles on 13 June 2016. The experts argued that this decision – political and useless to fight against the shadow production, for which the minimum prices are set, and that vodka at this price there is little on the market.
