In the Ministry of communications award of the head of “Mail of Russia” in 95 million was considered legitimate
In the Ministry of communications of the Russian Federation actually upheld the award of the General Director of “Mail of Russia” Dmitry Strashnov 95 million rubles received in 2014 and became the basis for the possible criminal prosecution of the head of state-owned companies. The Ministry said that a large sum had been paid in accordance with the regulations.
Answering a question of journalists about the claims of the Prosecutor General to the size of the award Strashnov, head of the Ministry Nikolai Nikiforov said: “All premiums must be paid strictly in accordance with existing regulations”. The further comments the Minister refused, informs “Interfax”.
While several days earlier a source “the New newspaper” the communications Ministry said that the order on payment of premium at 95 million spent Vice Strashnov, and the amount of compensation determined by the head of “Mail of Russia”. Earlier the Kremlin press service refused to comment on the scandal after it turned out that the prize of the head of “Mail of Russia” for 2014 is 95 million rubles. Press Secretary of the President Dmitry Peskov told reporters that the history of excessive income Strashnov in the first place is not the Kremlin, and the communications Ministry. Also the head of the presidential press service noted that the mechanisms of selection, calculations and allocations of premiums “regulated” and “documented.”
The head of “Mail of Russia” earlier also saidthat his bonus for 2014 were calculated according to the rules, and all the controversy surrounding its legality is overly sharpened. Also Strashnov said received 95 million not going to give upunless the government cancels the decision on bonuses. The head of the state company said that it would be a deviation from the law and, as a consequence, “a very bad precedent for the market as a whole.”
Although the Ministry of communications and mass communications of the Russian Federation and the head of “Mail of Russia” insists on the legality of the award, the Prosecutor’s office had previously represented a different point of view. Last week, the head of the Supervisory Department Alexander Kurennoy said that during check of execution of the Federal legislation the Ministry of communications and its subordinate institutions has revealed the fact of illegal remuneration Strashnova.
In particular, the Prosecutor General’s office found that the employment contract between the Ministry of communications and the head of “Mail of Russia” has not been defined the ratio of the remuneration of the head of state-owned companies, which allowed it to significantly overstate. This was done in violation of the letter of the Ministry of labor on the application of the government resolution “About payment terms of work of heads of state enterprises at the conclusion with them employment contracts”.
The audit materials were forwarded to the Investigative Committee of the Russian Federation to assess whether the situation signs of a crime under article 201 (abuse of authority) of the Criminal code of the Russian Federation from the head of the Federal state unitary enterprise, and also under article 293 (negligence) on the part of two Directors of the Ministry departments involved in making a decision about the payment of premium.
About results of check of Prosecutor’s office in the Ministry of communications publication Cnews wrote on Nov. 18, citing report of the Supervisory authority. From the document followed that Strashnov, in 2014 earned 95,4 million rubles, while the average salary of employees is about 20 thousand rubles a month. In the “Mail of Russia” and later explained that this sum was the prize of the head of state company.
On the same day, the newspaper “Vedomosti”, citing a copy of the order of the Minister of communications Nikolay Nikiforov reported that the salary of the head of the postal operator may reach 10 million rubles per month, or 120 million rubles a year. In a press-service of “Mail of Russia”, then this information is called “incorrect”.
