The plans of Russia in the Syrian port city of Tartus naval base on a regular basis can materialize in the near future. The corresponding agreement will be ratified by the Russian Parliament in October. This opinion was expressed by first Deputy head of the Federation Council Committee on defense and security Frants Klintsevich, reports the Agency “Interfax”.
“I think that ratify this month. It all depends on how will be prepared the documents. This is very important, and it should be done as quickly as possible,” he stressed. “Once the documents are ready, at the next meeting of Parliament will start the ratification of these documents, because we understand that they are of great importance for Russia from the point of view of its positioning in the outer world and prosperity and the safety of our servicemen,” he added.
According to Klintsevich, the appearance in Syria of regular aviation and naval bases of the Russian Federation protects not only are there Russian and Syrian military and President Bashar al-Assad. “First, we do it to protect their troops, and, without a doubt, this is support for Assad,” explained the Senator.
These Russian bases will also reduce the risk of possible attacks by militants from the outside, I’m sure Klintsevich. “Anyway, will think before taking any decisions. When it officially on the basis of international treaties to be ratified by Parliament, will set a base there, any hostile or aggressive actions against these bases – it will have strikes against Russia, and in this case they require a different approach and a different attitude,” summed up the parliamentarian.
The head of information division of the political Department of the army cap Brigadier General Samir Suleiman, in turn, noted that the establishment of a permanent naval base of Russia in the Syrian Tartus caused by the level of support being provided to terrorists from abroad.
“The level of support received by the terrorists from a number of regional and outside the region of the States, enables them to continue the war. So to counter they desperately need such a level of cooperation (between Russia and ATS), including the establishment of Russian military bases in Syria,” he said (quoted by RIA “Novosti”).
“The establishment of bases will give Russia and Syria and its allies who are fighting the terrorists, an even greater military power in order to quickly put an end to terrorism,” added Suleiman.
Earlier, on 10 October, Deputy defense Minister Nikolai Pankov at the meeting of the international Affairs Committee of the Federation Council said that Russia plans to place in the Tartus naval base on an ongoing basis.
“In Syria we will be on an ongoing basis, the naval base in Tartus. Relevant documents have been prepared, they undergo the procedure of interdepartmental coordination. The degree of readiness is quite high, and we hope that soon we will ask you to ratify these documents,” Pankov was quoted by TASS.
Member of the Federation Council Committee on international Affairs Igor Morozov said that the establishment of a permanent naval base will strengthen the military potential of Russia not only in Syria but throughout the middle East and the Mediterranean region.
In Tartus is the point of logistics of the Russian ships (e & p). Syria gave it to Russia in 1977 in accordance with the agreement, 1971, 1984, he became known as the 720-th of the e & p 1990-ies it appeared in abbreviated form, the services it deals exclusively with civilian personnel. This is the only foreign item logistics of the Russian Navy.
The defense Ministry is considering the possibility of returning the military bases to the countries where they were situated during the Soviet Union, such as Vietnam and Cuba.
Only Russian military base outside the former Soviet Union is Mamimi. 26 Aug 2015 airfield Hamim was donated to the Russian side, and from September 30 of that year at the airport located aviation group of the Russian air force participating in a military operation in Syria.
On 7 October the state Duma ratified the agreement on the permanent deployment of Russian aviation on the territory of Syria, which was approved unanimously by all the 446 deputies present in the courtroom.
This document was signed on 26 August 2015 in Damascus, and almost a year later – August 9, 2016 – introduced by the President of the Russian Federation to the state Duma. As reports “Rossiyskaya Gazeta”, the Federation Council Committee unanimously endorsed a law on ratification of the agreement. “Today, I have not the slightest doubt that we have the opportunity to support this decision,” said its head, Konstantin Kosachev ahead of the vote.
This step, as noted in the Russian Parliament, is seen as a response to the refusal of the United States from further negotiations with Russia on resolving the situation after the bombing of hospitals and civilian infrastructure, which the U.S. state Department called the war crimes in which the guilty Moscow and Aleppo.
