The main criterion is assumed to take the knowledge of the Russian language. The project is not yet considered by the Parliament, but approved by the Committee for the Affairs of nationalities.

Russian President Vladimir Putin signed a decree on the recognition of passports and license plates of the DNI and LC 18 Feb 2017. In addition, for citizens of the breakaway republics are subject to the same rules of stay on the territory of Russia, and for Ukrainians: not more than 90 consecutive days with a further departure from the country for the same period. The decision on the recognition of passports of citizens of the unrecognized republics condemned by the OSCE and then NATO.
