In Ukraine, Wednesday, may 17, officially promulgated the Decree of the President of Ukraine Petro Poroshenko about the sanctions, including against Russian individuals and legal entities, among which the social network “Vkontakte”, “Classmates”, the company “Yandex”, “Mail.ru” and services, “Kaspersky Lab”, Russia today, VGTRK, REN TV, Zvezda, “TV-Tsentr”,, TNT and “NTV-Plus”, “RBC” and many others.
A decree published in the printed version of the government newspaper “Governmental courier”and the full LIST (.pdf) 1228 individuals and 468 of legal entities posted on the newspaper’s website.
Personal special economic and other restrictive measures shall apply to natural persons involved in the conduct of elections to the state Duma of the seventh convocation in the Crimea. In addition, the sanctions apply to legal persons of Ukraine, located in Crimea, in connection with confirmation of the fact of their re-registration under Russian law. The sanctions also apply to individuals-citizens of the Russian Federation (judges, investigators, law enforcement officers) involved in harassment and illegal actions concerning the citizens of Ukraine.

Meanwhile, how to implement the Decree of the President Poroshenko in Ukraine is not yet know. The mechanism of application of sanctions is not clear, the Ukrainian Internet community.
The Internet Association of Ukraine (IAU), which includes more than 190 entities that provide telecommunications services, including Internet access, appealed to the country leaders with the request to provide clarification on the methods of application of sanctions against a number of Internet portals, including Russian.
The IAU letter addressed to the President of Ukraine Petro Poroshenko, Prime Minister of Ukraine Volodymyr Groisman, the NSDC Secretary Oleksandr Turchynov, the Chairman of the security Service of Ukraine Vasyl Hrytsak, the head of administration of State service of special communication and information protection of Ukraine Leonid Yevdochenko, the Chairman of the National Commission, carrying out state regulation in the sphere of communications and Informatization, Oleksandr Zhyvotovskiy.
“The operators and providers of telecommunications services access to the Internet within the state, subject to the requirements of the prohibition of the provision of access service users network the Internet to resources/services defined in the decision of the Council, or the type of restrictive measures (sanctions) should be performed only by the legal person referred to in the relevant paragraph of the decision?” – ask authors of the letter.
The Association also wondered if the restrictive measure in the form of prohibition of access services to Internet users to the resources defined by the decision, applies to all operators and providers of telecommunications services access to the Internet in
Ukraine, it is necessary to clarify the mechanisms of performance of Internet service providers such restrictive measures (sanctions), reports “Interfax”.
IAU also asked for clarification on the date from which Internet service providers are obliged to carry out restrictive measures, types and limits of liability of Internet service providers established by the current legislation of Ukraine, not the fulfillment or not proper fulfillment of the ban.
Earlier, the Chairman of the Board of the Internet Association of Ukraine Alexander Fedenko estimated the cost of execution of the decree about blocking Russian Internet resources in $ 1 billion. The term, which, in his opinion, will be required to perform tasks – for about two years.

In relation to Mail.ru Group (and its Ukrainian “daughter” LLC “Mail.RU Ukraine”) and OOO “Vkontakte” (the Kiev and his “daughter” LLC “Vkontakte”) penalties are imposed for a period of three years. In the Annex to the decree contains an order to “prohibit Internet service providers provide access services to the Internet users to the service resources Mail.ru and social networks “Vkontakte” and “Classmates”.
Also a three-year sanctions imposed on OOO “Yandex” and the Kiev branch of the company. Internet service providers may not provide access to all resources in this service.
Also under sanctions for three years, got “Kaspersky Lab” and its Kiev branch, Internet service providers may not provide users access to their resources.
In relation to the company introduced the blocking of assets; restrictions on trading; the prevention of withdrawal of capital from Ukraine; suspension of economic and financial obligations; the restriction or discontinuance of telecommunications services and use of telecommunication networks of General use; prohibition of implementation of public procurement of goods, works and services from a foreign state to which sanctions are applied; termination of issuing permits and licenses for import into Ukraine from a foreign state, or export from Ukraine of currency values and the limitation of cash on payment cards issued by residents of a foreign country; prohibition of transfer of technologies, rights to objects of intellectual property rights.
In relation to the company “Doctor Web” is also introduced sanctions for a period of three years. Restrictions apply to the Kiev office.
Under sanctions for three years, also gets the company “1C”, specializing in the development of programs for the business production. Although the use of 1C in Ukraine is not prohibited, but its use may be subject to interest from law enforcement. Distribution of this software package are more than 500 Ukrainian companies, which are not included in the sanctions list, and these companies are not directly prohibited from making further sales of products, at least those versions and copies, that they have today. However, the Decree makes it impossible for any software updates and technical support.
Sanctions touched and ABBYYdevelopment in the field of OCR, linguistics and electronic dictionaries. In accordance with the decree, the assets of the companies is blocked, is limited to the withdrawal of capital outside Ukraine, they shall not transfer the technologies and rights to intellectual property, as well as terminated licenses.
In the sanctions list – working in the IT-segment “Eurocopter” and “skyline software”, LLC “Softline Group “Ukraine”, LLC “NVO “ADD”, LLC “Optima-Ukraine”, the three companies related to “Envizhn-Ukraina” and LLC “Saprun Ukraine” and LLC “Mont WA”.
In addition, sanctions are imposed against a number of Russian media. MIA “Russia today” for three years falls under the freezing of assets, suspension of performance of economic and financial obligations, as well as the restriction or discontinuance of telecommunications services and use of telecommunication networks of General use.
Under the sanctions were the media holding “national Media Group”, VGTRK, REN TV channel, “Star”, “TV-Center”, TNT and others.

Also penalties of three years imposed in respect of CJSC “RosBusinessConsulting”. The decree provides for the freezing of assets, suspension of execution of financial obligations and a ban on the provision of telecommunication services and use of telecommunication networks. Under personal sanctions hit Russian citizens, involved in the events

Among the defendants in the list that fall under a perpetual restrictive measures, was the head of the Investigative Committee of the Russian Federation Alexander Bastrykin, the Director of FSB Alexander Bortnikov. However, they got in the sanctions list in March 2016 as involved in criminal prosecution in Russia three citizens of Ukraine, pilots Hope Savchenko, Director Oleg Sentsov and the anti-fascist Alexander Kolchenko.
