RAHR plans to introduce a ban on the sale of alcohol in retail outlets, registered individual entrepreneurs, told RBC several sources in the alcoholic market. According to one of interlocutors, the initiative will draw up the amendments to the law “On state regulation of production and turnover of ethyl alcohol, alcoholic and alcohol-containing products and about restriction of consumption (drinking) of alcoholic products”.
Under the bill, the retail sale of beer and beer drinks, cider, Poiret and Mead can only be done by organizations. Individual entrepreneurs, such activity will be banned from 1 July 2017 throughout the country, except Crimea and Sevastopol, for which deferred to 1 January 2018.

In the explanatory note to the bill States that FE does not fully declare their sales of beer. The Finance Ministry attributed this to the fact that SP has a lower penalty for failure to submit declarations than for legal entities: 10-15 thousand to 150-200 thousand rubles.

Market participants predict that the most damage from the ban of the Ministry of Finance will carry IP, with a range of its stores, only beer. According to specialists, some businessmen in the case of the ban on the sale of beer will leave the market, some will continue to work blindly. The ban will affect the production of beer as small Breweries sell their products through IP.
As reminds RBC, entrepreneurs and beer companies are already faced with significant restriction of points of sale. So, from January 1, 2013 were limited to the sale of beer through kiosks, which accounted for 20% of the total sales of beer in the Russian market. The Finance Ministry on Tuesday did not answer the request to “Kommersant” about the initiative, the PAP declined to comment.
