The Deputy head of the presidential administration Sergei Kiriyenko admitted the possibility of the audit of the municipal filter, as it becomes a way to put candidates for election, but to do this was offered after the autumn elections of heads of regions. He stated this on Friday, July 21, in the youth camp “Territory” in the Vladimir region on the Klyazma, the TV channel “Rain”.

Such audit is needed without fuss, said the curator of the political block of the Kremlin. According to him, to discuss the future of the municipal filter is necessary after the fall elections in the regions.

In the camp in the Vladimir region, Sergei Kirienko meets with the organizers of the world festival of youth and participants of the session devoted to NGOs.

The organizers of “the Territory” promised that in dealing with Kiriyenko will attend the youth human rights projects, wrote Kommersant.

In the camp of the Deputy chief of staff will also meet with the regional preparatory committees of the world festival of youth and students, which is scheduled in October as the Central event in the youth policy 2017. Sergei Kiriyenko, who heads the organizing Committee of the festival, will discuss with the regional committees degree of readiness activities and the conditions for the reception of foreign delegations.

Putin’s election campaign is being built with an emphasis on Christianity and youth. “Vedomosti” in the Kremlin and
the AP told me,
what is the theme of youth will be one of the important topics of the upcoming presidential
elections and Putin have already held many meetings, although the Kremlin has officially deniedthat this is due to the presidential campaign.

Autumn gubernatorial elections AP is arranged so as not to prevent competition

The idea of the municipal filter was developed by the previous curators of the internal policy led by Vyacheslav Volodin. The essence of this procedure is that candidates for Governor need to collect a certain number of signatures of municipal deputies in certain areas. Pass filter especially difficult for independent candidates.

Statement Kiriyenko on the audit of the municipal filter made in connection with refusal of participation in elections of the mayor of Yekaterinburg Yevgeny Roizman, who failed to collect sufficient number of signatures of deputies, that is not passed the filter, and called for a boycott of the elections.

Meanwhile, on 19 June, Putin has appointed Sergei Kiriyenko, one of the responsible for consultations with the parties on the candidates for Governor, and at the end of June, “Vedomosti” with reference to close to the Kremlin sources wrote that the leadership of the political unit of the presidential administration of the Russian Federation headed by Kirienko decided to refuse from the principle of competition in the elections and not to allow to them strong opponents of regional leaders to avoid second rounds and not bore the voters before the presidential election in 2018.

The sources reported that current governors are not allowed to register a potentially strong competitors, therefore the latter have already begun to experience difficulties in collecting signatures and may not overcome the municipal filter required for registration as candidates. Among such potential candidates-“aprohirdetes” called, in particular, the mayor of Yekaterinburg Yevgeny Roizman.

Elections of governors of regions 16 will be held in Russia on September 10. Participate in them can only candidates from political parties, self-nomination is not provided. For admission to the presidential race, candidates must overcome the so-called municipal filter, i.e., to collect signatures of deputies of representative bodies and heads of municipalities elected at direct elections.

The abolition of the municipal filter has been discussed with Sergei Kiriyenko before, in particular about this he wrote in April, the three factions of the so-called “parliamentary opposition”, that is, the three parties except the “United Russia”.

In addition, as reported by “Kommersant”, almost all the leaders of the parties spoke of the need to mitigate or undo the filter at the meetings with the head of the CEC Ella Pamfilova.

Members noted that the municipal filter restricts political competition and that the “negative impact” on the confidence of the results of the elections and the stability of the system. Filters reduce the quality of the selection of “leading cadres”, allowing the manipulation and use of administrative resource.
