The Russian government is considering the transfer of the powers of the Interstate aviation Committee (IAC) of the CIS remaining powers in the country. In particular, the accident investigation is scheduled to leave for the Russian authorities. In addition, the authorities propose to withdraw from the agreement on civil aviation and use of air space of 1991, as well as about the conditions of stay MAC in Russia from 1995, reports “Kommersant”.
According to the newspaper, the corresponding order in June gave Deputy Prime Minister Arkady Dvorkovich. Moreover, the representatives of Dvorkovich and the Federal air transport Agency to comment he refused, and the Ministry of transport’s request was ignored.
The Ministry of foreign Affairs of the Russian Federation such a decision received a mixed reception, noting that the withdrawal from the agreement in the international community can be regarded as “lack of interest of Russia in regional cooperation in the field of civil aviation and the inability to influence the regional processes in this area.
Representatives of Department emphasized that the revocation of the authority of the IAC on the investigation of accidents need to create a similar independent national framework that would recognize other States.
A source familiar with the situation said that the problem had been discussed “for some time”. In particular, the possibility of transfer of these functions to the jurisdiction of the Centre to ensure the investigation of accidents at the Ministry of defence. This option, however, is not subject to independence criteria, and therefore from the idea has refused.
Note that at the end of last year, the government redistributed part of the powers vested in the POPPY, between the Ministry of transport, Ministry of industry and trade and head of the Department.
“Functions and powers of the certification of the standard design of aircraft, engines, propellers and airfields that were assigned to the interstate aviation Committee, redeployed to the Ministry of transport, Ministry of industry and trade and the Federal air transport Agency”, – explained in the Cabinet.
Prime Minister Dmitry Medvedev in December last year noted that the functions and powers of the Committee were, in fact, voluntarily delegated to it nearly 25 years ago.
“Time has shown that these powers need to have in our system the Executive branch. To improve the system of state management of civil aviation is requested to provide the Ministry of transport, Ministry of industry and trade, the Federal air transport Agency functions for the standard design certification of aircraft, engines, propellers, airfields,” – said the Prime Minister.
The specialists then suggested that an initiative of redistribution of powers between the MAC and other agencies was the result of “hardware of the struggle between the MAC and Sony for the right to be the sole regulator of the industry.”
