The self-proclaimed head of the Luhansk national Republic (LNR) Igor Carpenter postponed the election of local heads and the territories in which they are held from 24 July to 6 November 2016. The corresponding decree Carpenter, dated July 22, published on the website of the head of LC.
Last Friday, a similar decision was taken by the head of the self-proclaimed Donetsk national Republic (DND) Alexander Zakharchenko.
Earlier this week, a source in the government of the self-proclaimed
Luhansk people’s Republic told Interfaxthat the local elections in LNR and DND will be postponed to the autumn, because Kiev has not agreed
with Donetsk and Lugansk positions on a bill and
also not adopted the necessary legal framework.
The local elections in the Donbas is one of the key stages of the settlement of the conflict in Ukraine in line with Minsk agreements. Initially, the authorities LC and DNR was planning to hold elections in the fall of 2015. In October 2015, after the meeting “channel four” (France, Germany, Russia and Ukraine) in Paris, the authorities of the republics have agreed to postpone local elections.
As noted by RIA “Novosti”, during this time, the Ukrainian authorities were obliged to fulfil all commitments assumed under the Minsk agreement commitments to provide the Donbass special status, to prevent the prosecution and punishment of participants of events on the territory of DND and LNR, and to adopt the amendments to the Constitution in new, coherent with the breakaway republics of the publisher. Due to the fact that these conditions were not met, the elections were repeatedly postponed.
