One of the most common in Russia fraud schemes – “get the credit after the transfer of the initial payment”
In Russia, a new and one of the most common methods of fraud has become “the loan after the transfer of the initial contribution.”
Fraudsters extort funds from citizens who want to get a loan earlier and left banks of the application for credits. However, due to the leakage of personal data, this information often goes to the side. In the end, the unknown “they call people, many approved applications for loans from credit institutions, which in reality does not exist,” said the Director of the Department on combating unfair practices of the Bank of Russia Valery Lyakh.
The attackers appear to be employees of defunct banks with difficult to pronounce names, and then ask their victims to transfer the initial payment to the Bank account, card or phone number to provide credit, reports RIA “Novosti”.

“This is a direct call to consumers of financial services. Scammers are calling people (probably, these are people over 45 years who need small loans in district of up to 100 thousand rubles), offering approved applications for loans from credit institutions, which in reality does not exist”, – said the representative of the Central Bank.
Also in the Arsenal of scams are schemes that are aimed at young people who are able to draw the amount from 1 thousand to 10 thousand rubles. There are schemes aimed at students, said the head of the Department of the Central Bank, without specifying the nature of these schemes, says RBC.
“Swindlers do not shun anything to make money. They realize that maybe the young people to cheat easier than adults people, although they think about the elderly,” said Lyakh.
Recall that in late September, the former first Deputy Chairman of the Central Bank Georgy Luntovsky told how much money fraudsters are stealing a year from Bank cards of Russians. According to him, their catch in 2016 amounted to 1.08 billion rubles, which is 6% lower than a year earlier.
He called some of the most common variants of card fraud.
For example, the victim’s phone receives a message that the card is locked and to unlock it is proposed to call the number listed. The victim calls back, and the attackers appear to Bank employees and forced to provide information about the map or go to the ATM, ostensibly to unlock. In the end, the victim himself transfers money to the fraudsters.
Real Bank will never ask for full card details, one-time passwords and pin codes by phone or in correspondence with their customers.
Another common technique of fraudsters sending emails with viruses to force the victim to open the attached document or a link which will download the malware. Dummy sites created by fraudsters, there is a huge number.
Complaints related to the theft of money from the card and the inability to get a refund – the third frequency, but to return the money in this case is rarely. After all, if the client does not give information about the map or will not use the infected device to steal money from the card is almost impossible.
Central Bank warns that in Russia there are dozens of Pseudomonas who just take money from the population
As the Director of the Department of combating unfair practices of the Central Bank Valery Lyakh on the sidelines of the International financial Congress, the Bank of Russia for the last six months has identified and blocked about 20 Pseudomonas – fraudulent sites that masquerade as the sites of credit organizations.
“The last time we see the visible appearance of Pseudomonas. Are sites that say they have banking, but in fact they have no license they don’t even exist, they’re just phishing, that is, taking money from the public under the guise of pseudolegal activities,” he said.
According to him, such sites have been identified and the performance of the Central Bank blocked “a couple of dozen since the beginning of the year”, reports TASS. And phishing sites, and pyramid schemes quite often mimic the activity of microfinance organizations or other financial market participants, said the Telegraph.
On 28 June, the Central Bank in cooperation with “Yandex” has started to mark in search results sites legal microfinance institutions. The legality of such organization confirms the emerging green checkmark and the words “the Register of the Bank of Russia”. The idea of the project is that citizens can distinguish “black creditors” that offer similar to MFI services, from legal organizations, which work under the supervision of the Bank of Russia.
