Russian President Vladimir Putin signed a law on lump sum payments to pensioners in the amount of five thousand rubles in January 2017, according to the website of the Kremlin.

Relevant Federal law was adopted on 11 November the State Duma and endorsed by the Federation Council.

“In accordance with the Federal law citizens, permanently residing on the territory of the Russian Federation and are recipients of pensions… will receive a lump cash payment in the amount of five thousand rubles. Named payment will be made by authorities in charge of the pension… on the basis of documents available in the pension paymaster or without recovery from the citizen of any statements,” – said in the help text of the state legal Department.

Getting a citizen of a lump-sum cash payment will not be considered in determining his eligibility for other payments and by providing him with social support measures stipulated by the legislation of the Russian Federation and the legislation of subjects of the Russian Federation.

“If one-time cash payment to the citizen entitled to receive it, will not be implemented in established Federal law, namely in January 2017, such payment may be made after the deadline. Funding Federal law-envisaged activities will be carried out at the expense of budgetary appropriations of the Federal budget,” notes the website of the President.

Recall, by law, pensions must be indexed to the inflation rate of the past year. However, in 2016 they increase by only 4%, although inflation for the year 2015 amounted to almost 13%. Such a decision in October 2015 adopted by the government in connection with the crisis and the budget deficit. In addition, from 1 January 2016 abolished the indexation of pensions to working pensioners. In June 2016, Prime Minister Dmitry Medvedev called the restriction of the indexation of pensions “temporary measure”.

The idea of the government to replace the second in 2016 and the indexation of pensions, a one-time payment announced in mid-August, the newspaper “Vedomosti”. Later it was confirmed by the Prime Minister of Russia Dmitry Medvedev. On 23 August, he justified the decision to change the indexation of pensions a one-time payment that is emerging in the country’s difficult economic situation. Medvedev expressed confidence that this decision will help to pensioners to compensate for losses from price increases.

Putin in September upheld the decision of the Cabinet of Ministers. However, in November he asked to distribute a one-time payment not only pensioners from the civil sector, but also in the military, and that was done.

The decision on lump sum payments to retirees-five thousand rubles was made in connection with the fact that resources for the indexation of pensions in the second half of 2016 in the usual form no. When calculating the amount of payment, the authorities repelled from the average pension of 13 200 roubles. Once the Cabinet has indexed pensions by 4% in April, and the second time they had grown by 8.5% from 1 August (about a thousand rubles). When you consider that together with August to the end of the year is five months, one thousand, multiplied by five and the result is the final amount of five thousand rubles, says “Russian newspaper”.

It is expected that next year the indexation of pensions will be carried out according to the usual rules: according to the actual inflation of the previous year. Note that the law on the lump-sum payment of five thousand rubles will not affect the Russian pensioners living on the territory of Transnistria, Belarus and other countries. In addition, when in 2017, we will once again index the pension, this amount will not be counted, the newspaper notes.
