Terrorist group “Islamic state”* hatching new plans to destabilize southern regions of Russia, said Russian President Vladimir Putin during the meeting in narrow format on the summit of the Shanghai cooperation organization (SCO) in Astana.

In this regard, it is necessary to strengthen the coordination of the intelligence services of the member States of the Shanghai cooperation organization, in particular through the regional anti-terrorist structure, said the Russian leader.
Putin also said that the internal situation in the US is not conducive to a constructive solution to international problems. “We see what is happening in Syria, generally in the middle East, in Iraq, in Afghanistan, he said. – I must say that the political situation in the U.S., it is not conducive to this work in the international format, went to such structural, systemic level.”
The summit kicked off in Astana on 8 June, but the main events take place the 9th. As reported by the Russian presidential aide Yuri Ushakov, the leaders of SCO member States will discuss the topics of organization development, the fight against terrorism, the situation in the middle East and Afghanistan. Following the meeting, expected to be signed 11 documents, including the Convention on combating extremism and a joint statement on combating international terrorism.
Recall, after the terrorist attack in the subway of Saint-Petersburg in the beginning of April, the Director of the Federal security service of Russia and head of the National antiterrorist Committee Alexander Bortnikov reported on the existence of operative information that leaders of groups within the “Islamic state”*, are preparing attacks in Russia, and “the backbone” of terrorist groups in Russia are labor migrants from CIS countries.
In this regard Bortnikov called for the tightening of border control and migration legislation of the Russian Federation “and to prevent the infiltration of militants in the Russian Federation”. About the need “to strengthen the control over migration flows,” said the Secretary of security Council Nikolay Patrushev.
The members of the Council of heads of penitentiary services of the countries of the Commonwealth of Independent States meeting in Minsk on 11 may to counter the terrorists agreed to create a single database of those convicted of terrorism and extremism to track such criminals after serving his sentence and not let them unchecked across the borders of CIS countries. Also, a single database will give the opportunity to find out the criminal biography of foreigners coming to work in Russia.
