The Russian authorities are connected to the use Telegram messenger as a tool of political influence. Until the end of October they plan to launch about 100 anonymous Telegram political channels in different regions, according to RBC with reference to the draft concept developed for the administration of the President (AP) of a certain company.
It is assumed that such Telegram-channels will appear, in particular, in St. Petersburg, Nizhny Novgorod, Rostov-on-don, Yekaterinburg, Pyatigorsk, Krasnodar, Samara, Murmansk, Orel, Omsk and Makhachkala, Tyumen, Vologda and Novosibirsk, has told to the edition a source close to the AP. Their goal will be the creation of an agenda before the presidential election.
Be financed channels will be from the budgets of regions, and the ideological component will be in charge in the Kremlin. However, to allocate additional expenditure in the regional budgets for the work of the Telegram channels are not required, say sources.
Instead of spending tens of thousands of rubles on payments of royalties, they are going to save by enlisting the conducting channels of local journalists and employees of press services. The content of the Telegram channels will add to their duties.
However, to be such an additional burden will be long. It is expected that the new regional Telegram network will last several months, and after the election of the President (in the spring and summer of 2018) will begin to collapse.

In particular, the “Vedomosti” wrote that many governments and state-owned companies carry out monitoring of political and Telegram channels.
While more recently the messenger threatened to lock in Russia from-for refusal of service to submit data for inclusion in the register of the organizers of disseminating information. Later the leadership of the messenger still agreed to provide Roskomnadzor with the required data, and then the conflict seems to have been exhausted. However, in September, the founder of the messenger, Pavel Durov reiterated pressure on the Telegram from the Russian authorities. The government confirmed that the lock service is still possible.
