Federal state statistics service (Rosstat) has purchased vehicles of the business class for holding all-Russia agricultural census, found in the center of anticorruption researches and initiatives “transparency international – Russia”. Rosstat, from 1 July until 16 August 2016 would conduct a census in rural areas under the slogan “the Village is in order – country in abundance!”.
To study the census of the state of agricultural sector of the economy the Department has bought 105 cars worth more than 143 million rubles, reports RBC , citing data from employees of anti-corruption organization. These machines Rosstat bought at the end of 2015, thus prepared to entered into force on 1 January 2016 the restrictions on the procurement of official vehicles for government agencies.
In particular, it became known that Rosstat has acquired a car of business class Toyota Camry, Mitsubishi Pajero Sport, Mitsubishi Outlander and Nissan X-trail, which cost one to two million rubles. According to the study authors, in most cases in an auction on public procurement was only one participant, who gained the victory.
As it was established, in particular, the heads of statistical bodies of the republics of the North Caucasus, Dagestan and Ingushetia ordered two Toyota Camry car for 1 million 990 thousand rubles and 1 million 913 thousand rubles – in the configuration “Luxury” with the trim in the form of wood accents, tri-zone climate control and audio system premium.
Back in October of last year, the center “transparency international – Russia” reportedthat the agricultural census novgorodset buys a car business class cost 1.7 million rubles. In the specification, the customer explained that he needed a sedan with leather interior, automatic gearbox, engine capacity from two to 3.5 liters. Technical characteristics correspond to the vehicles of business class, in particular the Toyota Camry and Nissan Teana in improved equipment, mentioned in the task.
In the end, the anti-corruption center in Veliky Novgorod appealed to the leadership of Rosstat with a request to check the reasonableness of the procurement, its compliance with the objectives of the all-Russian agricultural census and the principle of efficient use of budgetary funds. Center staff consider such expenses in the conditions of crisis are unfounded.
Recall from 1 January 2016 in Russia came into force restrictions on the procurement of official vehicles for government agencies – heads of Russian Federal authorities, their cost must not exceed 2,5 million roubles, for heads of Federal agencies – the price of the car should not be above two million rubles, for the heads of structural divisions of Federal government agencies – no more than 1,5 million rubles.
