Localization costs of the hardware and software necessary for the implementation of anti-terrorism amendments of the “Spring package” will amount to 10.3 billion rubles. Corresponding data is given in the Annex to the letter of the acting General Director of Rostec Vladimir Artyakov Minister of industry and trade Denis Manturov. The Ministry is considering two scenarios. The first assumes that rostec will be the sole operator of data storage for the execution of these laws. The second involves expansion of the existing system of operative-investigative activities. According to the newspaper, the office was more impressed with the first option.

We will remind, “the law of Spring”, signed July 7, obliges the operators from 1 July 2018 up to six months to store all client traffic, including call recording. Thus data on the transmission of information must be kept for three years.

Manturov previously ruled out the possibility of the implementation of the “Spring package” at public expense. “All proposals and amendments, which are present in the law, involve the use of Russian equipment by private operators,” he said.

In August it became known that the cost of operators on the performance of these requirements can amount to 10 trillion rubles.

Rostec has proposed to use to implement the program, the money from the account of the Pension Fund of Russia (PFR). According to experts, speech can go about retirement savings, which is under the management of “Vnesheconombank” (1.8 trillion rubles) and pension funds (over 2 trillion rubles).
