Russia broke on the eve of a nuclear deal between Rosatom and US Department of energy to meet Washington on his decision in 2014 to stop cooperation with Moscow in civil nuclear power because of events in Ukraine. The explanation given to the foreign Ministry, noting that the credibility of the States in this sphere was lost.

The Russian government on 5 October announced the termination of the Executive agreement of 2010 between the state Corporation “Rosatom” and the Ministry of energy of the United States. The corresponding decree was published on the website of the Cabinet. Under the agreement the parties were to cooperate in conducting studies of the possibility of conversion of Russian research reactors to use low enriched uranium fuel.

According to Deputy foreign Minister Sergei Ryabkov, “some reactors in Russia and in many countries of the world having this kind of equipment, working on highly enriched uranium,” reports “Interfax”. The United States are of the opinion that all of the reactors need to be translated into low-enriched fuel, said the Deputy Minister. “And in 2010 was signed the agreement between “Rosatom” and the Ministry of energy of the USA about to explore the possibility for such a conversion,” – said Ryabkov.

But in 2014 because of events in Ukraine, the United States decided to cease cooperation with Russia in the field of civil nuclear energy, Ryabkov recalled. According to him, this step was the cause of the rupture of the nuclear agreement with the American side two years later.

“We proceeded from the fact that this cooperation interesting to both parties. But as soon as it was terminated for political reasons and as soon as the United States carried out a series of hostile actions against our country, we decided that the more trust Washington in this sensitive area, in the field of modernization and security of Russian nuclear installations that we can not” – said the Deputy Minister.

Ryabkov assured the Russian side however will fulfill all the commitments under the agreement, including all previously concluded contracts. “But the agreement more formally does not work”, – said the Deputy head of the foreign Ministry.

Also, according to Ryabkov, Russia reserves the right to independently, without connecting Americans to learn, “there is a sense of some research reactors to translate into low-enriched nuclear fuel there is no sense in it.” “In principle we believe that, for example, in the production of medical isotopes, i.e. radioactive isotopes for medical purposes, enriched uranium is more effective as a raw material and the rejection of technically and economically feasible,” – said as an example Ryabkov.

In recent days the agreement between the Russian state Corporation Rosatom and US Department of energy has already become the third document on cooperation of the Russian Federation and the United States in the field of nuclear energy, which was terminated at the initiative of the Russian side.

Yesterday the government also announced the decision to suspend the agreement with the USA on cooperation in scientific research and development in nuclear and energy spheres. The document was signed on 16 September 2013 in Vienna. The agreement defined the areas of scientific and technical cooperation in the field of use of atomic energy for peaceful purposes, including nuclear safety, designing of nuclear power plants, innovative types of reactor fuel, the use of nuclear and radiation technologies in medicine and industry, the management of radioactive waste.

The government introduced this step as a countermeasure in response to U.S. sanctions in connection with the situation in Ukraine, including suspension of Russian-American cooperation in the field of nuclear energy. Why retaliatory steps began to take only two years, the government has not explained.

In the US since unfortunately reacted to the decision of Russia. State Department spokesman mark Toner called the termination “a real tragedy” as the two countries ‘ cooperation in the nuclear field was successful.

In addition, on 3 October, Russian President Vladimir Putin submitted to the state Duma a bill on the suspension of the agreement with the US on plutonium disposition, which sets out the terms of the renewal agreements. On the same day it was reported that the head of state by his decree suspended the agreement between the U.S. and Russia on plutonium disposition signed by Moscow on 29 August 2000, Washington, 1 September of the same year.

Under the bill, Russia will renew the agreement, subject to certain conditions from the United States. In particular, Moscow could return to the performance of the agreement under the cancellation of Washington’s “Magnitsky act”, in the case of the repeal of all anti-Russian sanctions and providing compensation for them, as well as with the reduction of military infrastructure in NATO countries.

Earlier, opposition politician Leonid Volkov wrotethat the bill on the terms of renewal of the agreement on plutonium disposition actually makes it clear that it does not suit Putin to U.S. policy towards Russia. In addition, the document has turned Russia into a nuclear blackmailer, mentioned the opposition leader.

Analyst Mikhail Krutikhin notedthat the demarche Putin showed the effectiveness of Western sanctions. At the same time, the expert stressed that the decision to suspend the agreement are not addressed to US, and the Russians to escalate the hatred of an external enemy.

The similar point of view adheres to policies, Kirill Shulika. In his opinion, after the parliamentary elections, the Kremlin is trying to consolidate the Russians on the basis of the primitive message of “just war.” At the same time Shulika saw the mistake of the Russian authorities in the terms that Putin put the U.S. previously, Moscow had insisted that Western sanctions do not interfere, but now the demand to cancel them is a Testament to their effectiveness.
