After repeated warnings, the Russian authorities have offered to suspend phytosanitary certification of flowers from the Netherlands. It is reported by RIA “Novosti” with reference to the press service of Rosselkhoznadzor.

“To avoid the introduction of temporary restrictions on the import of cut flowers from the territory of the EU countries the Rosselkhoznadzor finds it necessary to undertake urgent consultations with the competent structures of the EU on available issue”, – stated in the message. Pending the conclusion of consultations, the Rosselkhoznadzor suggested that the European Union suspend phytosanitary certification Dutch flowers”, said in a press release.

Some media, including TASS, reported that, thus, the importation of cut flowers from the Netherlands will be banned. While the ban only applies to the colors produced on the territory of the Netherlands, and for the transit of colors, this measure does not apply, according to TASS.

The representative of the Rosselkhoznadzor Alexei Alekseenko meanwhile, said that the Agency has not yet introduced a ban on delivery of flowers from the Netherlands.

“We proposed European counterparts to conduct negotiations in order to create a control system that would guarantee the defeat of infected products in the countries of the Eurasian economic Union. If our proposals are not taken, we reserve the right to take more stringent measures, including the imposition of temporary restrictions on delivery of flowers from Europe,” he told Interfax.

The Rosselkhoznadzor found in Dutch colours parasites

Last week in the Rosselkhoznadzor hintedthat Russia may ban import of flowers from the Netherlands.

“Raised high the likelihood of the introduction of the ban on the delivery of floral products from the Netherlands to Russia because of the presence in these products of quarantine organisms, posing a serious threat to the economy and selhoztovaroproizvoditelej of the country”, – was stated in the press release following the meeting the head of Department Sergey Dankvert with the Ambassador of Colombia in the Russian Federation Jaime Giron Duarte.

A spokesman of the Ministry Yulia Trofimova indicated that flowers from the Netherlands periodically not pass sanitary-quarantine control. “Repeatedly informed our colleagues about the problem, stating that the products are unsafe, but any proper response from their side do not see”, – she noted.

According to Rosselkhoznadzor, in the last three months during the control of the colors that arrived to Russia from EU countries, identified 324 party, infected quarantine object – Western (Californian) flower thrips, white rust of chrysanthemum, tobacco whitefly, American clover leaf miner.

In cut flowers produced in the territory of the Netherlands, these objects are marked in 183 cases, which is 58% of the total number of identified infected consignments of cut flowers imported from all countries of the European Union.

In the Kremlin asked not to politicize the ban

Previously a ban on the import of flowers in the whole of Europe, said the head of the Ministry Alexander Tkachev. He pointed out that the flowers may fall into the “sanctions list”, developed by Russia in response to restrictive measures by the West. Thus, according to him, the issue of the limitations of the office going to be guided by “the interests, first and foremost consumers and our producers.” He pointed out that the ban will not, “if we are not able to replace by removing from the market of imported products.” Then the Rosselkhoznadzor also warned D.C. about the need to develop direct supply.

In the Kremlin urged not to politicize the issue of a possible ban on supplies of Dutch tulips in the Russian Federation and not to associate this story with the objections of Russia on the establishment of the international Tribunal for the investigation of the crash Boeing in Ukraine.

According to customs statistics, in 2014, Russia imported flower bulbs, tubers, roots and rhizomes for planting in the amount of 38 million dollars. Import of other live plants (various cuttings, trees, bushes) amounted to 58.3 million dollars. Supply of cut flowers and buds for bouquets even more: in the amount of 225,4 million dollars. Another 8.2 million $ imports of various parts of plants, without flowers, herbs, mosses, lichens.

Thus, the ban could cost the Netherlands millions of euros. It will also affect the economy of other countries of Europe, as the flowers are imported from the Netherlands and through other States.

At the same time, according to experts, the ban will have a negative impact on the Russian market. If under the restrictions fall seedlings, the blow will be dealt to domestic producers. About 90% of domestic flowers grown from Dutch seedlings.

Last year, Russia has imposed restrictions on food imports from the West. This happened after the Western countries due to the annexation of Crimea to the Russian Federation imposed against Moscow sanctions in the energy, defense and financial sectors. In the West as Crimea’s “annexation” and I suspect Moscow of supporting separatists in the South-East of Ukraine.

On 22 June the foreign Ministers of the EU countries approved the extension of sanctions against Russia. Restrictive measures were extended until 31 January 2016, and their withdrawal linked to full implementation of the Minsk agreements. In addition, the European Council extended the sanctions against the Crimea.
