The Department on investigation of crimes involving the use of prohibited means and methods of warfare, the Investigative Committee of Russia opened a criminal case against the commanders of the Armed forces of Ukraine, which made the shelling of civilian infrastructure and population in the South-East of Ukraine.
The Department explainedthat the suspects were the commander of the 57-th separate motorized brigade of the armed forces of Ukraine Colonel Sergey Sirchenko, the commander of the 17th motorized battalion of this brigade, Lieutenant Colonel Alexander Scherbinin, the commander of the 10th mountain assault brigade Colonel Basil, Subunits, commander of the 55th artillery brigade, Colonel Sergei Beams, commander of the 30th mechanized brigade of Colonel Ivan Garaz and the commander of the artillery battalion of the 30th mechanized brigade, major Sergey martsenyuk.
In their actions, the Russian Ministry saw signs of the crime provided by part 1 of article 356 of the criminal code of Russian Federation (“Use of prohibited means and methods of warfare”). The investigators believe that the soldiers acted in contravention of the provisions of international legal acts, guaranteeing the observance and protection of the civilian population in armed conflicts not of an international character.
According to investigators, 17 APR Sirchenko, Scherbinin and other soldiers of the 57th motorized brigade carried out a sighting artillery fire from heavy weapons to civilian infrastructure, which are not military objectives, in the village of zaytsevo Donetsk region, which was partially damaged three homes, the point of delivery of humanitarian assistance, bodily harm was not involved in the armed conflict woman.

July 19, Garaz, martsenyuk and other soldiers of the 30th mechanized brigade conducted an attack with heavy weapons the territory of the Kuibyshev and Kiev districts of Donetsk and the settlement of Yasinovataya of Donetsk region. In early September, the investigative Committee opened a criminal case against the head of the Ministry of defence of Ukraine and chief of staff for the shelling of Donbass. Among the defendants were current and former Ukrainian military officials. In particular, the office noted that the case was filed “on the fact of genocide of a national group of Russian-speaking individuals, including minors, residing in the territory of the self-proclaimed Donetsk people’s Republic”.

In late August, TFR opened a criminal case against the Minister of defense of Ukraine and the Ukrainian chief of the General staff.
