Finance Minister Anton Siluanov at a meeting of the state Duma Committee on budget and taxes, which began to consider the draft budget for 2017-2019 years, said some Russian subsidized regions by the end of this year have been convicted of non-core expenditures, transfers TV channel “Rain”. However, he did not elaborate on what the subjects of the Russian Federation is about.
According to the head of the Agency, some regions do need additional support “for meeting the priorities of the authority.” For they provide additional assistance in the framework of intergovernmental transfers.
“At the same time, there are some regions that receive additional grants and produce non-core expenses – for example, Fund football clubs. Especially those regions that are in deep, deep subsidization. These costs do not allow themselves even some donor regions”, – said Siluanov.
Note that of the 16 clubs of the Russian football Premier League (RFPL), the regional administrations belong to more than half. With the exception of “Zenit” (St. Petersburg), “Spartak”, CSKA, “the locomotive” (Moscow), “Anzhi” (Makhachkala) and “Krasnodar”. Rubin Kazan belongs to the administration of the capital of Tatarstan, and “Tom” is partly funded by the budget of the Tomsk region.
It should be noted that the regions receiving the most subsidies from the Federal budget, the Premier League club owns the Chechen Republic. The main sponsor of the Grozny “Terek” – a Fund named after Akhmad Kadyrov. As earlier wrote “Kommersant”, related to the Fund a commercial firm get gospodryady from the government of Chechnya; in addition, according to the newspaper, about 10 percent of the revenues transferred to the Fund employees of budgetary institutions.
On 31 October, the head of Chechnya Ramzan Kadyrov criticized the Finance Ministry’s proposal to cut the budget of the Republic in 2017. According to him, this decision raises “many questions” and it may not suit the Chechen leadership.
“In previous years we have accepted all proposals of the Ministry of Finance. Despite the extremely difficult post-war situation, the Chechen budget was sequestered. We agreed with this. If and further will continue the practice of budget cuts, the Republic will not be able to develop, we will not be able to fulfill their social obligations”, – said Kadyrov.
The next day, Russian President Vladimir Putin instructed the government and Prime Minister Dmitry Medvedev all-taki to consider extending the funding of the North Caucasus. The decision of the head of state indicated that the report thereon should be submitted till 15 Oct 2017.
Recall that since 2001 the Chechnya Moscow were spent hundreds of billions of rubles. Up to this time to count the cost of Republic is impossible, since 2000, Chechnya was outside of the budget system of Russia. A significant portion of funds allocated Grozny within the framework of special programs.
The transfer of the government of huge funds of the Caucasian republics has often caused serious criticism. Kadyrov strongly denied these statements, and the presence of the Republic of money, he explained by the will of Allah. Chechen leader also assured that in Grozny “there is not a single penny invested from the budget” – all allegedly built on borrowed funds philanthropists and investment. In 2014, Kadyrov said that he set a goal to do so in five years, the Republic began to make herself and became a donor.
