The investigative Committee of Russia in the framework of bilateral cooperation was offered to the Ministry of health to send information about under 16 years of age teenagers who, according to the doctors, are sexually active. This is reported by journalists , RIA “Novosti” with reference to the head of procedural control over investigation of certain types of crimes, investigative Eugene Minaev.
According to him, often sexual contact with a minor under 16 years of age, are not detected due to the fact that not everyone knows about the presence of the relevant criminal prohibition. Girls, in particular, to hide these facts because of natural shyness or filing of relatives and friends, fear of publicity and negative consequences, explained Minaev.
The UK representative recalled established by article 134 of the criminal code liability for sexual intercourse, sodomy or lesbianism committed by a person under 18 years of age person under 16 years of age. She pointed out that these crimes go unpunished.
Minaev stressed that it leads to many negative consequences, in particular, minors can be victims of more serious crimes, or from the time you become a to commit sexual crimes.
“In order to improve the efficiency of the identification of these crimes, the UK adopted a range of measures, including proposals to the Ministry of health of Russia on provision informing employees of medical institutions of the internal Affairs agencies identified, in the course of professional activities the signs of sexual intercourse and other actions of sexual nature with persons under the age of 16 years” – said Minaev.
She noted that as a result of interaction with officials from the Ministry of health it was decided to establish an interdepartmental working group to develop proposals for amendments to existing legislation. Minaeva stressed that the transfer of information to law enforcement authorities will provide protection of the rights of minors, and it would not be considered a violation of medical confidentiality, as the mystery of the preliminary investigation are also protected by law.
