The investigative Committee in Khakassia opened a criminal case in connection with the hunger strike of 14 employees of the municipal unitary enterprise (MUP) “Management company” administration village of Vershina TEI askizsky area due to nonpayment of their salaries, reported on the website of the Ministry.
This enterprise is engaged in the exploitation of centralized systems of drinking water supply and sanitation, as well as external and internal heat supply systems. Currently, the MUP is in the process of bankruptcy. According to the UK debt to the participants of the hunger strike for salary from may to August this year amounted to more than 710 thousand rubles. The total debt of MUP in front of 115 employees of the enterprise amounted to more than 5.4 million rubles.
According to the regional Prosecutor’s office, the leadership of the MUP appropriate measures for debt repayment on a salary before employees is not taken, directing the money to pay administrative expenses to support the activities of the enterprise, it does not take action to recover the debt for services rendered to the population and organizations utilities and claim work is not fully carried out. The total amount receivable by the company for payment of utilities organizations and citizens currently stands at 15 million rubles, found the Supervisory authority.
According to the results of the preliminary investigation, the investigation Committee opened a case under part 2 of article 145.1 (“nonpayment over two months wages, perfect for mercenary or other personal interest of the head of the organization employer”) of the criminal code envisaging punishment by a fine of up to half a million rubles up to three years of imprisonment with deprivation of the right to occupy certain positions or engage in certain activities for the same period.
A vicious circle
Hunger services began October 5 at the entrance to the village, informing the local authorities. “For me to live?! quoted network newspaper “Khakassia” the participant Daria Sokolovskaya. – My salary is only 10 thousand rubles. Last time I paid in the spring, and work is the only source of income.”
Local officials blame the situation of the population, which, according to them, the years hard does not pay for the utilities and in the end owed 11.5 million rubles – in the village with a population of 3.5 million people. However, many residents say public utilities: I had never paid and will not pay! The result is a vicious circle, writes the edition.
First Deputy Minister of construction and housing and communal services of the Republic Anatoly Bezlepkin, who oversees the Department of housing, commenting on the situation in Vershina TEI, called it unique, but it is believed that in many cases the public utilities are guilty.
“It is the only village in the Republic of Khakassia, where the payment documents to the consumer not convey regularly, the official said. – I have also looked through the documents for the company and was faced with a unique situation: in addition to regular wages, approved by the head of the village, all the engineers and technical workers received the allowance from September 2015 to January 2016. This is 40% of all employees. That is, someone 10 thousand not paid and they are now starving, and someone got unfairly more.”
On the same day, when the utility declared a hunger strike, the judicial police officers began massive raids on the village with dozens of court decisions on the hands and promise to work to the last debtor, gave the broadcaster the”national television network”.
The authorities found a temporary way out and ready to send 570 thousand rubles from the budget, which are incorporated for maintenance of municipal authorities of Thea’s Top, but with the condition that the bankruptcy Trustee will distribute them only for the repayment of wage arrears to the utilities, the report says.
Practice to achieve repayment of debts on wages with hunger became widespread in Russia in recent years. In early July, specialists of the Center of economic and political reforms (CEPR) stated that the country’s growing number of cases of delay of salaries and related labor conflicts and protests. In the beginning of the year, experts have recorded 132 cases of labor protests in 57 regions (excluding Moscow and Saint-Petersburg). In March, the labor conflict escalated: CEPR has identified 97 new cases of conflict, among them defected to the labour protests – 26.
One of the most problematic in this respect is Zabaykalsky Krai. In September it became known that in this region blocked the account 80 of the budgetary institutions, mainly schools and kindergartens, from-for debts before the Pension Fund and the enterprises of housing and communal services. The Federation of trade unions in the region do not exclude that till the end of the year will be the irregular payment of salaries to state employees. Local authorities complain about lack of money in the budget.
