A resident of Chelyabinsk, who for 20 years did not leave their homes because of the depression, has issued a new passport at home at the request of the regional Commissioner for human rights Margarita Pavlova, reported on the website of the Ombudsman.

Turned to her mother 52-year-old resident of Chelyabinsk with a request to help in the replacement home passport for her son. The old document became invalid after the man 45 years of age.

“My son after a car accident for 20 years is suffering from depression, not leaving the house, – quotes the portal circulation of the declarant. – Has applied to the Department for migration issues of the Moi of Russia in the Chelyabinsk region. The question remained not solved.”

Pavlov asked the head of the above mentioned control to enter the position and to assist with the replacement of the main document of the citizen of the Russian Federation. From the Department soon replied that, “given the circumstances of impossibility of personal treatment in the Department on migration”, the applicant adopted a package of documents for the replacement of the passport of her son, and the document will be issued and awarded by the Department of home personally.

“There is a strictly regulated procedure, according to which the treatment of women did not respond – the applicant himself had come to the FMS and to issue a new passport, – explained the press-Secretary of the Ombudsman Jeanne Chubenko site “Good news”. In the end, after treatment Pavlova immigration control came to the apartment of the recluse and helped him get a new passport. The fine on him for missing the deadlines for passport replacement in the amount of 2000 rubles to impose were not stated in the publication.
