Authorized under the RF President on the rights of the child Anna Kuznetsova has proposed to impose a punishment in accordance with the Criminal code for inducing teenagers to suicide through the Internet and mobile communications. About the children’s Ombudsman said on Tuesday, 1 November, held in Tula II Interregional scientific and practical conference “Protection of children from information harmful to their health and development”. Kuznetsova also called for the introduction of criminal liability for the production and distribution of videos with scenes of violence against children, reported TASS the press service of the Ombudsman.

As recalled by Anna Kuznetsova, currently at the Investigative Committee of the Russian Federation created an interagency working group on preventing online distribution of information on inducing a minor to suicide. However, in the opinion of the Ombudsman, this is not enough – it is necessary to amend article 110 of the criminal code (“Incitement to suicide”), extending its action to the virtual methods of inducement of children to suicide via the Internet and mobile communications.

Currently, according to the Russian legislation, the responsibility for incitement to suicide occurs only in the case of the use of threats, cruel treatment or systematic humiliation of human dignity. The penalty for such offence is up to three years of restriction of freedom.

Kuznetsova at the conference, cited statistics on suicides of children in Russia. According to her, according to “Tula news service” , there were 460 cases of suicide in the past year alone.

It was noted that the age of the girls would allow her to avoid criminal liability in connection with the incitement to suicide. Amid the scandal, Deputy Chairman of the Federation Council Committee on constitutional legislation and state construction Elena Mizulina proposed to reduce the age of criminal responsibility for such crimes.

In June the state Duma was introduced a bill on introduction criminal responsibility for inducement and assistance to commit suicide.

During the conference on Tuesday authorized under the RF President on the rights of the child Anna Kuznetsova also proposed to introduce criminal liability for the spread of the Internet clips, which depicted violence against children. She noted that the youth appeared “fashion” for publication in the social networks of movies with real scenes of humiliation, beatings and torture against children and adolescents, reports “Interfax”.

According to the children’s Ombudsman, the dissemination of such videos is “significantly exacerbates the psychological trauma of the victim, cultivates violence among minors and encourages them to film”. Kuznetsov noted that, in addition, there is an online community with such materials, which provoke adolescents to remove the clip with the abuse of minors.

Anxiety Ombudsman for children’s causes and increase in the volume of child porn on the Internet, which, according to her, over the past five years has increased by 63%. During this period, the number of child victims has increased 5.7 times, said in the report Kuznetsova, which cites RIA “Novosti”.

In the fight against child porn have to involve not only law enforcement bodies and public organizations, said the Ombudsman. Kuznetsov also noted that the Internet is the rapidly growing number of resources on which pedophiles entice children to virtual sex for money and even just for “likes”.
