The Commissioner for human rights considered legitimate debate about lifting the ban on a single ideology in the Constitution
The Commissioner for human rights in the Russian Federation Tatiana Moskalkova says legitimate ongoing debate about the appearance in Russia of a single ideology, and the necessary changes to the 13th article of the Constitution.
“There is no state in which there would be no ideology. And in our country this ideology is, that is connected with the protection of the rights and freedoms of man and citizen, so long ago, there was discussion about deleting that phrase from the Constitution of the Russian Federation. And I think that this discussion has a right to exist”, – quotes RIA of “news” review Moskalkova about the initiative.
Earlier, Senator Olga Cowicide, the author of the hymn “Crimean spring”, has prepared a bill on the establishment Day the loyalty oath, which, according to the author, should ensure the unity of all the peoples of Russia with a new unified ideology.
“To ensure the unity of the Russian people, the formation of the modern ideology of the country, we can start talking about whether a single ideology in Russia… the Present bill is filed by me in the State Duma”, – she declared at the meeting of the Crimean government. According to Cowicide, the initiative will serve the purpose of spiritual revival and preservation of memory about the events that have shaped the concept of morality and duty.
Political analysts, commenting on the bill, noted that article 13 of the Constitution establishes the “ideological diversity” and the constitutional principle according to which no ideology may be established as state or mandatory, establishes equality of ideologies in society. However, no law or regulation did not clarify the notion of ideology, and therefore, article 13 of the Constitution can be interpreted arbitrarily.
Also in 2013, the Plenipotentiary of the Federation Council in the constitutional court Alexei Alexandrov said the “error in the Constitution.” In his opinion, article 13 “the prohibition of state ideology” is the prohibition of “propaganda of the right of the state, as well as promoting humanistic, universal values through the structure of public authorities, academic and educational institutions. “We should revive the Russian idea to formulate the basis of unity – the national doctrine,” – quoted by the newspaper “Kommersant”, the Senator who got the offer of the Deputy of the state Duma Evgeny Fedorov.
