The United States rejected the ratification of the Moscow agreement on a unified group of troops of Russia and Abkhazia. This is stated in a statement on Tuesday the statement of the head of the press service of the state Department of the USA John Kirby.
“The United States strongly opposed Russia’s ratification of the agreement with the de facto leaders of the breakaway Georgian region of Abkhazia on a unified grouping. We do not recognize the legitimacy of this so-called Treaty, which does not constitute a contractually binding international agreement” (quoted by TASS) – the statement said.
“The U.S. position on Abkhazia and South Ossetia remains clear: these regions are integral parts of Georgia and the United States continues to support Georgia’s independence, sovereignty and territorial integrity,” said Kirby.
“Russia should fulfill all its obligations under the agreement on a cease-fire of 2008″ – continued the representative of the American foreign Ministry. He urged Moscow to return its troops to the positions they occupied before the conflict, “to reverse its recognition of the Georgian regions of South Ossetia and Abkhazia as independent States”, and to ensure that residents in these regions access to humanitarian assistance.
On 16 November, the Federation Council ratified at a plenary meeting of the agreement on a unified group of troops of Russia and Abkhazia. A document defining the purpose, formation, deployment and use of the joint group of forces of the Armed forces (AF) of Russia and Abkhazia were signed in Moscow on 21 November 2015.
The composition of the group from the Russian part, the Russian military base stationed in Abkhazia, the Abkhaz from the two separate motorized rifle battalions, one artillery and aviation groups, as well as a separate detachment of special purpose.
The group is designed to “adequately respond to an armed attack (aggression), as well as other threats to the military security in respect of any of the parties,” reads the accompanying documents. It is assumed that the organization and conduct of joint activities will be carried out on the basis of the joint Directive of the General headquarters of the armed forces of both countries. In time of peace for the interaction of military units, members of the joint group will meet the operational group consisting of representatives of the parties. The group is headed by the commander of the Russian military base.
The agreement was concluded until 24 November 2024 for the period of validity of the agreement between the Russian Federation and the Republic of Abkhazia on Alliance and strategic partnership.
