The Duma Committee on defence has approved a draft law on short-term contracts for military operations abroad
The state Duma Committee on defense recommended the lower house adopt in the first reading a government bill that would allow the military to conclude the short – term up to one year – contracts, including during the “extraordinary circumstances” to halt the activities of international terrorist and extremist organizations outside Russia, the newspaper “Kommersant”.
The draft law was submitted to the Duma on October 14. The initiative is motivated by the requirements for mobility of troops for “operational decisions are short-term, but important problems associated with their participation in peacekeeping operations” in connection with “changes in the military-political situation”.
The proposed amendments will affect two categories of military: army of professionals who don’t want to associate life with the army, but are ready “to take part in a certain mission”, and also serving in the Navy, whose contract would end, while they “went to sea” for a year, explained the first Deputy Chairman of the Duma Committee on defense, member of the LDPR faction Alexander Sherin.
The bill applies to both those wishing to continue the service of conscripts and reservists. Currently, the minimum term of contract privates and sergeants is two to three years, with officers and warrant officers to five years.
The draft law provides for the conclusion of contracts only during extraordinary circumstances such as liquidation of consequences of natural disasters or events of emergency, restore constitutional order or participate in activities to maintain or restore peace and security. The contract will be signed “before the termination of the circumstances necessitating his confinement, but for not more than one year from the date of entry into force of the contract on passage of military service”.
Amendments to the law “On military duty and military service” was prepared by the Ministry of defence. Unofficially, the Agency proposed innovations associated with the military operation in Syria.
