Moscow has no grounds to cancel the “law of Dima Yakovlev”, prohibiting us citizens to adopt children from Russia. The Russian authorities insist that Washington has forced the Russian MPs to adopt the law in 2015. This was stated by Commissioner of the Russian foreign Ministry on issues of human rights, democracy and rule of law Konstantin Dolgov, reports TASS.
“To repeal the law, there is no reason at all. All the reasons that have compelled us to adopt this law, still in force. However, if suddenly, some devotees will go with the American side on this issue will go, then we will look at a new situation. We have been compelled to adopt this law”, – explained the diplomat, speaking on the national conference of commissioners on human rights in the regions of Russia.

According to her, she’s not going to change the existing legislation and intends to work on the next stages of development in this direction.
“Of course, to help their children need in their country. But these are all prohibitive including measures must be integrated. That is, they must be accompanied by support measures, including to promote the adoption and children with disabilities and children from orphanages in Russia. Of course, there must be a sequence of the following stages of this law, these restrictive measures,” she explained.
We will remind, during a press conference on 17 December last year, Russian President Vladimir Putin was asked a question about easing the ban on the adoption of children with disabilities in Russia. In response, the head of state said that, according to statistics, the percentage of foreigners who want to adopt disabled children in Russia much less, than those who requested for healthy children. Therefore, Putin said, no need to rush to revise the decisions that have been taken in this regard.
Informed of the Kemerovo deputies banned foreign adoption with the phrase “the adoption of young citizens is an internal affair of Russia, an internal affair of Kuzbass”. Later the Council of people’s deputies of the Kemerovo region has suggested the state Duma to ban in Russia, the adoption of orphans by foreigners, arguing his initiative to protect children from “forced gay training”. In the lower house of the Russian Parliament rejected this initiative.
From 1 January 2015 in Russia there is the “law of Dima Yakovlev”, prohibiting Americans to adopt Russian orphans. In June 2013 the state Duma adopted a law banning same-sex families from other countries to adopt children from Russia. Later, the Federation Council approved a ban on adoptions of orphans from Russia by same-sex couples, and unmarried or unmarried foreigners from those States where such marriages are allowed. At the same time these rules were included in the Family code of the Russian Federation.
