Prime Minister Dmitry Medvedev signed a decree on introducing to the state Duma a draft law that will help to improve the state protection of participants of criminal proceedings, reports the website of the Russian government.
As explained in the government, the court or the investigator, “taking a procedural decision on suspension of the preliminary investigation or cessation of criminal cases, often do not consider the advisability of extending security measures or their cancellations”.
“This leads in some cases to the unnecessary use of forces and means of divisions of public protection and, as a result, additional expenditure of budgetary funds”, – the statement stresses.
“The draft Federal laws “On amendments to certain legislative acts of the Russian Federation to improve the procedure for state protection” and “On amendments to the Criminal procedure code of the Russian Federation to improve the procedure of implementation of state protection” has been submitted by the Ministry of internal Affairs of Russia”, – said in a press release.
These bills are mostly aimed at improving the effectiveness of security measures concerning protected persons. For example, in the law it is proposed to include the possibility of immediate decision on the application of state protection in cases when that does not tolerate delay.
The interior Ministry proposes to expand the list of persons who need such protection. According to a press release, this list can get “soldiers of the military police of the armed forces directly involved in curbing the actions of armed criminals, illegal armed groups and other organized criminal groups, members of the Armed forces directly involved in the fight against terrorism, military agencies, foreign intelligence, was directly involved in special operations or to perform special functions to ensure the security of the Russian Federation”.
