Identification of users of instant messaging will happen in Russia without their consent. This is stated in the draft decree of the government of the Russian Federation, according to which will determine the procedure for user identification in services im the subscriber number, reports TASS.

“The consent of the user of the instant messaging to the processing of personal data by the organizer of the service of instant messaging in the implementation of identification not required”, – stated in the document, the text quoted by the Agency.

In addition, the government decided that the messengers registered in Russia, will be able to identify the user himself via the subscriber number. Foreign services need an agreement with the mobile operator.

In the event of termination of the contract between the subscriber and the service provider, a company providing communication services will have during the day to inform the leadership of the messenger, which, in turn, will have to conduct a re-identification of the user.

Development of the procedure of identification of users of instant messaging (messenger) is part of the created system of regulation of messengers
in Russia, the Agency “Interfax”.

In recent days, the Russian public discusses the potential restrictions in relation to the Telegram messenger. 29 Sep service founder Pavel Durov stated his belief that the allegations against his program, put forward in particular by the Russian authorities, will have no effect on messenger and on him personally.

September 27, Durov told about received notices from the FSB, which suggests that the FSB has made on the Telegram Protocol on administrative offense, as the team has not provided a Telegram to the authorities information to “decode taken, transferred, delivered and processed messages” on the law “On information, information technologies and protection of information”.

Pass FSB encryption keys, the service was obliged, because at the end of June was entered in the register of organizers of information dissemination (ARI). In connection with the failure to fulfill this requirement, the company faces an administrative fine in the amount from 800 thousand to one million rubles, and the Roskomnadzor may impose a requirement on the need for 15 days to rectify the violation for which the penalty is imposed. If the company is listed on the register ORI fails to comply with the order, Roskomnadzor to start the lock service.

The day before, 28 September, the Russian government did not rule out the option of blocking Telegram, if the company is not going to fulfill the domestic legislation. About this declared the Minister of communications and mass communications Nikolay Nikiforov. “In the end, lock Telegram, of course, possible. Those companies that don’t cooperate, they from the point of view of implementation of the law will fall under the lock”, – explained the head of Department.

However, he also did not rule out that the failure of the Creator of Telegram to cooperate with the government could lead to the fact that messenger will lose the Russian market.

Recall that a lock is threatened Telegram in the summer, when the company refused to provide Roskomnadzor with the data for inclusion in the register ORI. In the end, the film still has agreed to provide Roskomnadzor with data for the registration of the messenger as an organizer of information dissemination.

However, he recalled the words of the head of Roskomnadzor Alexander Zharov, who said that the introduction of Telegram in the register of the ORI is not meant to provide access to the correspondence users, and emphasized that the Telegram does not assume any obligation and will not perform unconstitutional and impossible technically, “Spring law” like other laws, are incompatible with the protection of private life and privacy policy Telegram.
