Prime Minister Dmitry Medvedev took the initiative of introduction of obligatory state registration of contracts on permanent rent housing to protect the rights of older people, who are often the victims of scams and “black realtors”.

“There are cases where such parties to the Treaty, and in fact the crooks, enjoyed the confidence of the elderly, got an apartment, not performing their promises, or for a fee, which does not correspond to the value of the apartment. It is therefore proposed to introduce mandatory state registration of encumbrance of the property rent, and all the information to make the unified state register,” – explained Medvedev (quoted by TASS).

According to the head of the Cabinet of Ministers, in particular, the records shall indicate the type of annuity – a life, a life of a dependent, and the timing of disbursement. “While older people will need in any case to obtain from the payer of rent is not less than 20% of the cadastral cost of housing, and if the cadastral value is missing from the market”, – said Medvedev.

The Russian Prime Minister also noted that the payer of the annuity at the annuity contract can be only physical persons, including individual entrepreneurs.

Earlier, first Deputy Finance Minister Tatyana Nesterenko said that the government will support low-income citizens in exchange for their property. The mechanism of “reverse mortgage” can be used as movable and immovable property, recalls “Rosbalt”.

According to Director of expert-analytical center of the Russian Academy of national economy Nikolai Kalmykov, this method of support is suitable for senior citizens and “it is obviously better than a nursing home”, say the journalists.
