International expert and journalist group Bellingcat has published on its website, it claims new evidence of the use in Syria, cluster bombs manufactured in Russia. Russia in that it uses prohibited by international conventions cluster and phosphorus bombs blamed repeatedly. In Moscow all accusations were denied.

Another evidence of the use by the Russian military of cluster bombs in the attack on 10 October against civilians in the suburbs of Damascus, the Duma appeared on YouTube and Facebook, the report said Bellingcat.

In total, experts say, has been subjected to three air strikes with the use of such bombs. The footage of the damage caused to cars and buildings, can be identified as resulting from the explosion of an incendiary cluster bombs, according to Bellingcat.

Convention banning the use of cluster munitions was adopted in Dublin in 2008. The document was signed by 119 countries. Russia, USA, China and India did not support it. However, the Russian Federation is party to the Convention on the prohibition or restriction of use of certain conventional weapons which may be deemed to be excessively injurious or to have indiscriminate effects. One of the articles that document prohibits the use of incendiary weapons against civilian targets and against military targets located within the city limits.

In December 2015 the UN published a report stating that Russia allegedly uses in Syria of a powerful vacuum and cluster bombs, including RBK-500 SPBE-D. at the same time human rights organizations have accused the Russian military in the use of such weapons prohibited by international Convention.

Russia denied these data. Press Secretary of the President Dmitry Peskov declared that the Russian Federation carries out the operation in Syria, in strict accordance with the principles and norms of international law, including those governing the use and prohibition of the use of certain types of weapons.

Official representative of Russian defense Ministry major General Igor Konashenkov, in turn, assured that Air and space forces (VKS) Russia, which strikes at terrorists in Syria using cluster bombs.

Meanwhile, in June the participants of the blog Conflict Intelligence Team (CIT) returned to the subject, sayingthat the RT showed footage from the base of Hamim in Syria, where one of the Russian combat aircraft were equipped with cluster bombs. Bloggers noticed that the video shows a cluster of incendiary bombs RBK-500 ZAB-2.5 SM. Soon, however, the record was edited and the footage removed.

In early August human rights defenders and residents of the Syrian city of Idlib said in social networks that Russian warplanes bombed one of the city’s districts, cluster and phosphorus bombs.

A week later, the international human rights organization Human Rights Watch reportedthat during the joint operations of the Russian and Syrian armed forces, Syria has used incendiary weapons, resulting in injured civilians.

September 1, Turkish news Agency Anadolu reportedthat the Russian aircraft allegedly used in the province of Idlib phosphorous bombs.
