The Presidium of the Council under RF President on development of civil society and human rights appeal to the Public chamber with the request to stop the vote on candidates in members of public monitoring commissions (PMC) for monitoring the observance of citizens ‘ rights in places of deprivation of liberty. The HRC, the Commission believes that the process of formation of the PMC in 43 regions of Russia comes to violations stated on the website of the HRC.
“Commission (HRC) notes that the formation of commissions comes with numerous violations, the nature and extent of which are so significant that there is a real danger that the newly formed Commission will be unable to realize the main goal – to exercise public control over observance of citizens’ rights in places of detention,” – said TASS co-Chairman of the Presidium of the HRC, head of the Commission the HRC to promote the PMC Andrei Babushkin.
In particular, the HRC considers that in the numerical composition of the commissions, voted on by the Board OP of the Russian Federation, are not taken into account neither population nor distance of places of detention from the place of residence of the members of the PMC nor the number of places of detention. “So in the Perm region, occupying the third place on the prison population, the number of the PMC installed in 18 people,” – noted in the press release of the HRC.
According to”Nezavisimaya Gazeta”, only moved less than 800 people out of 3.2 thousand possible. The final list of candidates in the PMC will be known on 1 November.

In this regard, the Commission, the HRC proposes to suspend the vote of the Board OP of the Russian Federation candidates for the members of the PMC, returning the process to the stage of discussion of questionnaires, to gather a working group of public chamber on the formation of the PMC with the invitation of members of the Presidium of the HRC and its chair, and the vote, which should be completed by 20 October, to postpone for a week.

So from “Russian Association of legal journalism” was involved in the “Magnitsky list”, the former head of N2 detention center “Butyrka” prison and N3 the prison Dmitry br. The PMC generates the Public chamber of the Russian Federation. The process of formation of the PMC should be completed in 43 regions of the Russian Federation before 1 November 2016.
