The Ministry of transport of the Russian Federation are discussing the idea of imposing a fee for travel border points, confirmed by the head of Department Maxim Sokolov. However, he said, “the question of fees is examined as part of a shared integrated approach only with respect to vehicles, does not involve the charging of fees to individuals and is not a matter of the nearest future”, reports TASS.

In the Ministry believe that the checkpoints in the first place, conditions must be created to reduce the time of passage of state control, eliminate queues and reduce downtime of vehicles and cargo at the border, including through the introduction of electronic queue, as well as creating the most comfortable conditions of crossing the state border, said the head of Ministry of transport.

To do this, we are considering the expansion of the list of kinds of economic activities and commercial services are permitted at the checkpoints that will be in demand by individuals and legal entities that will form extra-budgetary revenues for their maintenance and development, explained Sokolov.

“Besides well-known duty-free, the possibility of permission to the following types of activities: logistics services, pharmacy services, Bank services (ATMs), capsule hotels, services for car owners and the like,” he said. According to the Minister, the issue will be submitted to the government only after a thorough peer review and public comment.

On August 12, the newspaper “Kommersant” reported, citing its sources, that the Ministry of transport has prepared a proposal to introduce fees for the use of border crossing transportation for reimbursement of expenses for their reconstruction, construction and exploitation, and that this innovation will become a kind of analogue of system “Platon”.

According to sources, the first stage of pay is proposed to make road and rail border crossings across the border, and charge vehicles depending on its category (light or freight) and train – per ton of cargo. The fee for the use of checkpoints may be entered in the second half of 2017, was reported in the publication.

The checkpoints across the Russian border were transferred to the jurisdiction of the Ministry of transport this year, after the elimination of the Russian border. Deputy transport Minister Alexei Tsydenov on the GIC meeting in Yuzhno-Sakhalinsk in August of this year estimated the cost of upgrading the crossings at 250 billion rubles.
