The Central Bank and the Ministry of Finance reversed its decision after 1 January 2017 request data to the credit Bureau without social security number the banks would be able only to borrowers whose pension provision is not made up of the FIU, ministries and departments, the newspaper “Kommersant”.

Deputy Finance Minister Alexey Moiseev told the publication that the bill is ready. It contains a provision which cancels the obligation of banks when contacting the credit Bureau (CRB) specify the social security number of the borrower. “Credit organizations really don’t have any other resource for getting a social security number if the borrower does not have a social security number or does not want to provide it to the Bank”, – said Moiseev.

To abandon the idea of full identification information from citizens of the Central Bank was forced because of the position of the Pension Fund of Russia (PFR), which is not going to share information with banks, depriving the latter of these possibilities to fulfill the law.

The new regulations became known after the publication of information about the early development of the bill, which aims to abolish the rule, which should be introduced from 1 January 2017.

The requirement to provide a social security number was introduced by the amendment of relevant law in June 2014, but to enter into force was only in early 2017. Experts warned that he could be severely impaired consumer loans.

It was assumed that information about SNILS banks will receive from the pension Fund, which all these years has carried out the relevant negotiations with the Central Bank. However, the RPF has consistently insisted that it can provide a social security number only upon request of the citizen, but not the Bank.

In the end, the bankers managed to convince the regulator that all solutions proposed are temporary palliatives and in need of complete cancellation impossible demands.
