“Now the Finance Ministry is drafting a Federal law on the labeling of the control and identification marks of the Russian Federation. Probably everyone has heard about the labeling of fur is similar to marking”, she said.
According to Nechiporuk, it is necessary to identify the authorized body, which will be the operator of the tracking system at all stages of the turnover of tobacco products.
The official stressed that this system does not contradict the plans for the introduction of the Unified state automated information system (USAIS) for the tobacco industry. “The specialists will find a way of combining these systems, so we had two parallel control systems – events will then be costly for the budget. You need to determine in which direction the monitoring will be carried out”, – she noted.
In addition, the Ministry of Finance is preparing amendments to the procedure for the issuance of state stamps, said Nechiporuk.
It is planned to introduce an interim payment to producers in obtaining marks. Later the company will report on manufactured goods, or payment (in the amount of the batch of cigarettes) will be sent to the Russian budget. In addition, manufacturers will have to confirm the existence of production capacity upon receipt of excise stamps.
The mechanism USAIS already established on alcoholic beverages, so the introduction of the system and to tobacco can begin as early as fall.
“Under certain conditions on the basis of the unified state automated information system this system can be introduced in the autumn of this year”, – said the head of analytical Department of Rosalkogolregulirovanija Vladislav Spirin.
